Research On The Problems And Countermeasures Facing The Practice Of "Double Investigation Of A Case"

With the continuous deepening of the Party's strict governance in an all-round way,it has become more and more common for party leaders to be held accountable for failing to perform the main responsibility and supervision responsibilities of the Party in a comprehensive manner,or for failing to perform their duties.As an important part of the accountability system,the "double investigation of a case" is an important grasp of the "two responsibilities" and is currently widely used in the accountability and accountability of cases in various important fields,such as poverty alleviation,ecological environmental protection,and food safety.It has promoted the development of the Party and the state.Through the "double investigation of a case",the failure of Party members 'leading cadres to perform their duties in various undertakings of the Party and the state has led to accountability for cases,which has promoted the responsibility of state functionaries and promoted the effective governance of the country.From the perspective of public management and political science,this study discusses a series of core meanings and basic theories of "accountability","intra-party accountability",and "double investigation of a case",and seeks to support the implementation of "double investigation of a case" from the aspects of public management and political science.The theoretical basis of Combining the typical examples,relevant data,and my own insights that have been publicly reported for more than four years,and combining the basic situation of "one case double investigation" in S City of Fujian Province,we have studied the practical effects of "one case double investigation".Analyze the problems faced in practice and the reasons for the existence of these problems,and finally point out the measures to improve the system: First,establish the concept of reciprocal rights and responsibilities,create a good social atmosphere;Second,the system is constantly refined by clearly starting the conditions for the investigation and prosecution,strictly regulating the working procedures,clearly defining the objects of application,and quasi-deterministic measures.Third,further clarify the division of responsibilities,establish andimprove the personnel system,internal supervision,information circular,fault tolerance exemption,follow-up use and other supporting systems;Finally,we will continue to advance the reform of the discipline inspection and supervision system,improve the ability of the "double investigation" implementation subjects to perform their duties,promote its extension to administrative accountability,and work with other inner-party supervision systems to tighten the institutional cage for comprehensive strict control of the party.
