China is in the decisive period of building a well-off society in an all-round way.At present,the social and economic development is advancing rapidly,the people's demand for education,medical treatment,environmental protection and social security is increasing day by day,and the people's livelihood level has become the most acute and eye-catching key issue in China.The non-economic public goods studied in this paper are the important embodiment of livelihood issues.In recent years,China has made many achievements and advances in public goods such as infrastructure,but there are still low levels of supply in non-economic public goods,and the local public goods supply structure bias problem is serious.When exploring how the government causes the low supply level of non-economic public goods and the bias of public goods supply,scholars and experts in the economic community in China have noticed the local government competition with GDP as the core,linked it with the supply of non-economic public goods,studied its impact on the supply of non-economic public goods and explored the internal relationship.Therefore,this paper attempts to combine the specific facts of China from the perspective of local government competition behavior,using the theory of federalist financial decentralization and the theory of government behavior of the public choice school as the theoretical basis for demonstration,incorporating geospatial factors into the research category and adopting the spatial Dubin model to further determine how local government competition affects the supply of non-economic public products.Firstly,the concept of non-economic public goods and local government competition is defined by referring to the previous research results,and its nature and form are deeply analyzed,in order to define the scope of non-economic public goods studied in this paper and determine the form of local government competition,and then sort out and summarize the relevant theories of local government competition on non-economic public goods,and use this as the key to explore the theoretical basis and find a new breakthrough;Based on the previous part of the study,exploring the federalist theory offinancial decentralization produced by local government competition and the theory of government behavior of the public choice school about why local government competition affects the supply of non-economic public goods.Based on this,the mechanism of the influence of local government competition on the supply of non-economic public products is deeply explored through game theory methods,and it is pointed out that local government competition not only inhibits the supply of local non-economic public products,but also has a negative spillover effect on the supply of non-economic public products in the region;And then,by analyzing the current situation of the supply of education,medical and health care and social security in China from 2009 to 2018,the situation of the low supply level of non-economic public products in China in the past decade is summarized and analyzed,based on which,the factors leading to this result of local government competition are found,and we further explore the factors of local government competition in China on the supply of non-economic public goods;Simultaneously,choose the local government competition,non-economic public product supply and other data from 2009 to 2018,and carry out empirical analysis of the relationship between the supply of three types of non-economic public products(education,medical and health care,social security)represented by China and the local government competition.The empirical results show that the local government competition is not conducive to the supply of non-economic public products,and the adjacent regional government competition also has a significant spatial spillover effect on the supply of non-economic public products in the region;Finally,Combined with the relevant theoretical research and empirical results of this paper,the relevant policy suggestions are put forward to promote the benign competition of local governments and improve the supply level of non-economic public products.
