Research On Medical Security Reform Of Prisoners In China

At present,China's medical security for prisoners is a public medical mode with full financial burden of the state,which reflects the country's respect for and protection of prisoners' human rights,especially the right to health,as well as social civilization and progress.However,behind this medical security model,various problems emerge one after another,such as medical overspending,backward medical facilities and technology,surging medical needs of criminals and so on.At the same time,the impartiality of the inmates to enjoy free medical care policy has been widely questioned,the derivative of the negative phenomenon also is obvious: inmates borrow disease resistance to fatigue,pseudo faking,excessive medical treatment,medical dispute between prison inmates and their families,prison as the punishment enforcement agencies greatly reduced the effectiveness of prevention and punishment of the crime and so on.The medical security of prisoners is of great significance for the maintenance of human rights and the promotion of social epidemic prevention,the safety and stability of prisons and the construction of a harmonious society in China.The author combined with the actual work,refer to relevant materials,in-depth analysis of the causes of the current prison personnel medical security dilemma,one is the relevant laws and regulations are not perfect,medical standards unknown,prison law enforcement lack of specific basis for the operation;Secondly,the unreasonable medical security mechanism leads to the shortage of medical funds and medical resources.Third,the existing medical security model does not balance well with the penalty implementation,social interests,objective conditions and other factors.Through the in-depth analysis of the causes of the problem,the idea of reforming the medical security mode of the prisoners has gradually become clear.First of all,relevant laws and regulations on medical security for prisoners should be modified and improved to clarify the security standards,establish an effective prison medical institution system,and reform the current system of parole and medical treatment,so as to get rid of institutional obstacles in the medical security for prisoners.Secondly,the reform of prison medical funds should be carried out to smooth the channels of fund sources and rationally use the medical funds as a whole.Thirdly,promote the socialization of medical security for prisoners and strengthen the relief of medical rights.This a series of reforms to explore perfect the social medical security system in theory research,in practice,effectively ease the current unreasonable medical security mode to prison pressure of economic and law enforcement,to clear the prison obligation according to law,to ensure that we should strengthen,improve the level of health care,maintenance,the criminal rights and interests,reduce medical disputes,achieve fairness and justice and so on all have considerable reference value.
