The Research On Intelligent Police Of Dalian Which Bases On The Construction Of " Data Brain"

According to the new urbanization development requirement of "taking people as the core,improving the level of flexible governance and fine service,making the city more livable,more inclusive and humane care",the data brain can be used to interpret and process the data resources of urban public security in real time and comprehensively,so as to optimize urban public security in the overall situation.It has become an important research topic for the construction of intelligent policing to make full use of resources,realize the governance model of urban social security,urban risk analysis and breakthroughs in urban development.From the perspective of public management,this paper interprets the construction of Dalian Public Security Intelligent Police Service,and puts forward the idea of "Intelligent Police Service Construction Based on Data Brain Construction",and puts forward some countermeasures and suggestions for the "Upgraded" construction of Intelligent Police Service.Based on the analysis of the public management attributes of intelligent policing construction,this paper puts forward the following main points of view:Based on the understanding of the construction of intelligent policing in Dalian,especially the demonstration of the current situation of intelligent policing,this paper puts forward the reality that intelligent policing based on data center construction can not break through the bottleneck of development.Only by incorporating the construction of data brain,its supporting mechanism and scientific and technological innovations into the construction system of intelligent public security,driving by the deep integration and application of new information technology in all fields,all aspects and the whole process of public security work,can the construction of intelligent police be thoroughly solved from the perspective of optimizing public management functions.Problems in the construction of intelligent policing.Specifically,it advocates five principles: advanced and practical,intensive and efficient,integration and sharing,practical and easy to use,safety and controllability;it advocates the scheme of "one center,one platform,multi-system,multi-model,pan-perception and pan-application" as the construction framework;it proposes the establishment of a smart policing model featuring data brain application;it also proposes the construction of a reality.The implementation steps and the Countermeasures of innovating the work coordination mechanism,perfecting the standard and standard policy,and creating the intelligent police development environment.Due to the particularity of wisdom police research data and privacy,this article does not adopt the mode of data analysis and questionnaire survey of empirical research,mainly adopts field survey obtaining firsthand information,to help find the existing problems and its reasons is the case method in this paper to the urban wisdom deep research on the construction of police a favorable tool in this paper,the third chapter also by using the case method,through five typical cases obtained experience for reference and enlightenment.The innovative point of this paper is to start with the analysis of the current situation of intelligent policing in Dalian,not to use the traditional passive acceptance of existing mature information technology to promote the construction of intelligent policing,and to promote the construction of the emerging data brain.From the point of view of public management,this paper puts forward a scheme suitable for the construction of intelligent police in Dalian.
