A Central Military Commission Reform Working Conference was held in Beijing from November 24th to 26th,2015. The Conference stressed that deepening reform of national defense and the army is the times requirement of realizing Chinese Dream and Military Enforcing Dream, the only way to enforce army, as well as a key to decide the future of army. The conference also referred that we should focus on developing and managing the using of military human resources, promoting reform of talent development system and policy innovation in order to result vivid situation of owning talented people and taking full scope of their abilities. We should adhere to the party leads cadres and talents, perfect human resources classification, integrate of human resources management function, strengthen military centralized and unified management of human resources, in order to convert military human resource to real combat effectiveness. Under the impact of market economy and ideology, the army is suffering brain drain severely, which is one of the reasons of reformation. How to effectively grasp talents of the army and the underlying causation of brain drain then suit the remedy to the case, keep talent targetedly become the core content of the conference. Aiming at the problem hereby, the conference analyzed the reason and countermeasure of brain drain taking an armed police force military for example. The whole research was held combining with the theory and method of military talent management as well as military public management. Meanwhile, the author took his own troop as a concrete object during empirical research.The whole research falls into four parts:The first part, identifying the method of solving the problem inspired by the latest research achievement in relevant area. The second part, researching basic on the author's troop as an empirical object. The third part, feasibility studying on specific programs demonstrated. The fourth part, formulating specific preventing brain drain measures basic on analyzing of active military talents. Then propose different solutions to solve brain drain problem of military personnel effectively through comprehensive evaluation of soldiers in active military service data collection which indicates the possibility of loss.
