Study On The Risk Prevention Countermeasures Of Government Procurement In ‘A' Town

China is entering a new stage of reform and development with the goal of building a modern national governance system.The report of the 19 th National Congress of the Communist Party of China clearly propose to accelerate the establishment of a modern fiscal system.Strengthening the management of fiscal expenditure is the key content of the modernization of the fiscal system,and the implementation of the government procurement system is a key part of optimizing the management of fiscal expenditure.Since the implementation of the government procurement system,it has promoted economic and social development,provided high-quality public services,promoted anti-corruption and improved the market competition mechanism.Government procurement management is related to public management and market management.It not only needs all kinds of subjects to exercise their rights and obligations according to law,but also needs to consider the perfection of government procurement system.In recent years,the township governments have implemented three systems: fiscal budget system,centralized treasury collection and payment system,and government procurement system in order to promote the reform of the township-level fiscal expenditure management system and standardize the revenue and expenditure behavior of township government departments.It not only promotes the sustainable development of the township economy,but also promotes the construction of township party style and clean government and anti-corruption work.With the increasing scale of government procurement,in the actual process of government procurement,due to the behavior deviation of participants,the management defects of procurement supervision and the lack of procurement operation system,government procurement activities are faced with many risks,which damage the interests of the state and society.This paper takes the government procurement risk of ‘A' town as the research object.Firstly,through consulting domestic and foreign literature,field investigations,and interviews,the paper analyzes the development history,procurement system,procurement process,organizational structure and staffing of ‘A' town government.Then combined with the survey results,using the latest theoretical and practical results at home and abroad,it is found that ‘A' town government procurement mainly faces budget management risk,supervision and management risk and information asymmetry risk.The reason is that the procurement budget management system is not perfect,the supervision and management system is imperfect,and the level of informatization construction is low.Finally,the paper puts forward some countermeasures and suggestions to prevent the risks of government procurement in ‘A' town,so as to protect the legitimate rights and interests of the participants,prevent the loss of state-owned assets,give full play to the functions of government procurement,and safeguard the public interest.
