Research On The Confidentiality Management Of Grassroots Party And Government Organs Under The Background Of Government Informatization

In the context of the information age,the Chinese government is proactively adapting to the information revolution in order to make a breakthrough in the social governance model and enhance its service capacity.The application of various new information technology and related equipment has improved the efficiency of the government’s daily management,but some new hidden risks have emerged in confidentiality management,especially information security issues.In a time of unprecedented global changes and a once-in-a-century pandemic,along with the increasingly fierce Sino-US Strategic Game,many grassroots governments that are just starting out in Informatization transformation road have a relatively weak awareness of confidentiality,as well as some loopholes in the institutional mechanisms of information management,technical means,software and hardware,which may become the risk point for the US and Western forces to collect our secrets,bringing great challenges to our confidentiality management.To further safeguard state secrets,there is an urgent need to strengthen the basic prevention and control capabilities,continuously enhance the confrontation capabilities of the prevention and control system,and promote the transformation and upgrading of secrecy work.This thesis takes the government of District H as a case study,using the new public service theory,confidentiality management theory and information security management theory as the theoretical basis,through questionnaire investigation,comparative research and other research methods,and explores the current situation of confidentiality management of the party and government organs in District H as well as its risks and problems in the context of the information background,and forms research conclusions and countermeasures.Firstly,tthe status quo of H-zone’s confidentiality management is analyzed,including the main contents of H-zone’s confidentiality management,administrative agencies and relevant confidentiality management methods and implementation effects;Secondly,combined with the results of questionnaire survey,this paper analyzes and discusses the four types of risks faced by the confidentiality management in Zone H under the background of government informatization:the leakage risk of information system,the leakage risk of information equipment,the operation risk of managers and the moral risk of confidential personnel.And five kinds of problems caused by risk,mainly concentrated in the level of awareness,system,implementation,technology and hardware.In view of relevant problems and combined with the experiences and practices of excellent districts and counties,five types of countermeasures and suggestions are put forward:strengthening the attention degree of confidentiality,improving the content of confidentiality management system,strengthening the ability of supervision and control at the management level,actively introducing talents to strengthen the level of confidentiality,and strengthening the investment of relevant information security equipment.It is hoped that this study will provide some thoughts and suggestions for the Party and government organs in District H to improve their confidentiality management ability and innovate the confidentiality management mode,and promote the Party and government organs in District H to apply the advantages of modern information technology in the confidentiality management process,and actively develop the confidentiality management mode with the help of information technology.
