Practical Research On Residents' Participatioa In Old Community Under The Background Of "Three Social Linkage"

Under the background of accelerating urbanization development,people's living standards have been greatly improved,and more and more problems have been exposed in old residential areas.Comprehensive renovation of old residential areas is one of the measures to solve the problems encountered in the rapid development of urbanization and realize a better life for the people.The Beijing Municipal Government is actively exploring the road to renovation of old residential areas.The renovation of old residential areas must start from the main body of the community,enhancing the participation of community residents,gradually realizing the autonomy of residents,achieving a new governance pattern of “government-led,multi-governance”,and meet the diverse needs of residents.Shaoyao community in Chaoyang District of Beijing is a typical old residential area,which is included in the scope of comprehensive renovation of the old residential area.Through the preliminary investigation,the author found that the participation of residents in Shaoyao community was insufficient.As a project intern,the author participated in the social work service project of Shaoyao community.The factors affecting the participation of residents were studied by interviewing and observing methods.It is found that activities fail to meet the needs of residents,the inadequate use of community resources,the strong mobility of community personnel,the influence of social institutions,the poor communication between neighborhood committees and residents,and the lagging construction of volunteer teams will all affect residents' awareness of public participation,which will lead to insufficient community participation.The regional development model emphasizes enhancing residents' participation ability,strengthening the sense of belonging to the community and inspiring residents' public awareness.To this end,the author introduces the regional development model to guide and organize the development of practical activities.Social workers should interact and cooperate with community residents' committees and social organizations.Under the background of “three social linkage”,social workers interact and cooperate with community residents' committees and social organizations,carry out building environmental protection projects based on residents' needs,excavate and cultivate residents' leaders through outreach publicity activities,mobilize and integrate community resources as coordinators and resource linkers,etc.The author exerts residents' autonomous ability to enhance sense of belonging to the community and stimulate sense of participation in public affairs.To mobilize more residents to participate in community public affairs,solve community public problems and improve the quality of life of residents.While enriching the practical connotation of regional development model,the author rethinks and explores the applicability of regional development model in the process of localization in China,providing reference for other old residential areas to promote residents' participation in the process of comprehensive renovation.
