Research On The Problems And Countermeasures Of Social Work Institutions’ Participation In Community Governance In Lanzhou City Under The Background Of "Three-community Linkage" ——A Case Study Based On Aiyi Service Center

The 19 th Party Congress emphasized that governments at all levels should to strengthen the modernization of grassroots governance system and governance capacity,The role of social organisations is used to address the inefficiency of community service provision at the grassroots level.In 2017,the State Council made it clear that the establishment of the mechanism of "three-community linkage" should be strengthened,and create a social governance pattern of joint construction,joint governance and sharing.Under the guidance of national policies,the Lanzhou City Government introduced social work institutions into community governance by purchasing services.Social work organizations take this to enter the community,use the community as a platform to incubate community social organizations and volunteers,stimulate community vitality,respond to residents’ needs,promote residents’ participation in community construction,and promote community modern governance.However,due to the fact that Lanzhou’s "three-community linkage" work is still in its infancy,and the development of social work institutions is relatively lagging behind,there are still many problems that exist in the process of community governance.There is still a gap with the requirements of the social governance system of "government-led,socially-integrated and resident participation".Therefore,this paper takes the participation of Ai Yi service centres in community governance as an example,and uses research literature,questionnaire distribution and field interviews to explore how to more effectively promote the participation of social work agencies in community governance in the context of the "three-community linkage " working mechanism.The paper firstly sorts out the domestic and foreign researches on the participation of social work institutions in community governance.Secondly,the concepts of community,community governance,social work organization and social work involved in the text are explained.After expounding the background and operation status of Aiyi Social Work Service Center’s undertaking of the "Three Society Linkage" project,it affirms its role in enriching residents’ lives,cultivating social organizations,and introducing social forces to participate in community governance.There are problems such as insufficient participation rate of residents,insufficient volunteer development,and excessive dependence of social work organizations on government funds.This paper uses cooperative governance theory and embeddedness theory to analyze the main reasons for the lack of trust between residents and social workers,inconsistent cooperation goals,imperfect dialogue mechanisms,imperfect consultation mechanisms,lack of information sharing mechanisms,and insufficient embedded social workers.Finally,this paper proposes countermeasures in terms of strengthening the social workers’ own construction,improving the interaction mechanism of multiple subjects and policy environment support to help social work agencies better participate in community governance.It is hoped that this will further clarify the thinking and direction of co-operative governance in Lanzhou and provide a useful reference for improving community governance in Lanzhou.
