The problem of small-property housing is mainly a social problem arising from the rural collective land policy that the collective land cannot be transferred to people or units outside the village collective.This problem has been formed for many years.Because of its controversial legal status,the government has also experienced different policy stages in its policy on small property houses.Initially,urban and rural land was dualistic.The government blocked the flow between the two through policy barriers.However,with the continuous development of economy and society,the expansion of cities and the acceleration of urbanization in rural areas,the margins of urban and rural areas have become increasingly blurred More and more people have chosen to trade privately-owned rural real estate,namely small property houses,for various reasons,but the ensuing social issues such as economics,laws,and people's livelihood.Case.Faced with this situation,in 2012,the Ministry of Land and Resources(now the Ministry of Natural Resources)used Beijing and Shanghai as pilots to thoroughly clean up small property houses.Although some results were achieved,the relevant experience was not promoted to the whole country.After the Third Plenary Session of the 18 th Central Committee of the Communist Party of China in 2014,the central government put forward an important strategy for comprehensively deepening reforms.For rural collective land,the reform of rural land expropriation,homestead reform,and rural construction land,commonly known as "three plots" was initiated pilot work.As a typical region in the pilot area,Liuyang City is at the forefront of reforms in the pilot work,and many empirical practices have emerged that are worthy of research.The 2019 Land Management Law ushered in the fourth revision and adopted the Part of the experience has allowed collectively-owned construction land to enter the market.This is the first time since the Land Administration Law was promulgated in 1986.Collective land can be directly flowed.The promulgation of the new Land Management Law has indicated the reform of rural collective land.New directions.At the same time,the "Law for Value Added Tax" soliciting opinions was also released,and it is planned to include the transfer of collective land into the scope of taxation.The change of collective land policy directly affects the fate of small property houses.For a time,the issue of small property houses once again triggered public discussion.From the perspective of policy analysis,this article conducts research on the supervision policies of small property houses by referring to previous research literature,news reports from newspapers and magazines,and document notices issued by the central and local government departments as research materials.It mainly starts with the government's regulatory policies related to small property housing,sorts out the development process of the policy,and gives a detailed account of the current status of the policies related to small property housing,and then analyzes the problems and causes of the government's policy formulation and implementation process And finally put forward corresponding countermeasures and conclusions.The innovations of this paper are firstly from a new analysis perspective.This paper analyzes the formulation and implementation of government supervision policies from the perspective of small property housing supervision policies,and most of the small property housing problem research is conducted from the perspective of small property housing issues.Research on laws,countermeasures,etc.;Second,keep up with policy changes.This article has combed a large number of relevant policies on small property houses issued by the central and local governments,and closely combined with the Land Management Law and the land revised in 2019 and implemented in 2020.The "Value Added Tax Law" solicits opinions for analysis and research,and the content is complete,detailed,and time-sensitive.
