Public Choice Theory Perspective Of China's Public Policy Making System Research

This thesis, from the perspective of Public Choice theory, analyses Public Policy Making System and holds that it should be completed from three respects: the government of policy-makers, the completeness of public policy making procedure and the completeness of public decision- making mechanism. Public Choice theory analyses non-market collective decision-making with economic tools and measures. Firstly, in the view of Public Choice theory,"economic man"model reflects basic human behavioral characters—human nature possesses the basic motivation of maximizing the utility no matter what position he occupies. Secondly, Public Choice theory analyses collective actions by means of individualism, including collective decision-making behavior and interest-group behavior. Thirdly, Public Choice theory emphasizes that the nature of political activities is exchange and holds that the policy result of efficiency derives from the bargain, negotiation and adjustment among groups, between individuals and groups, and among individuals that constitute a group.This thesis analyses all elements of Public Policy Making System with the methodology of Public Choice theory, and proposes the theoretical frame of Public Choice theory of Public Policy Making System. It holds that the scientificalness, normativeness and effectiveness of the Public Policy Making System should be reviewed and measured from the following four respects: the role norm of government in public policy decision-making, the balance of involvement of interest-group in public policy decision-making, the legalization of public policy decision-making procedure, and the legalization of the public decision-making mechanism. Under the theoretical frame of Public Choice theory, the thesis makes an analysis of the status quo and characters of public policy decision-making system in China, based on which it points out the insufficiency of public policy decision-making system in China: firstly, the failure of government in public policy decision-making; secondly, the institutional and unbalanced barriers exists in the interest expression of the interest-group in public policy decision-making; thirdly, internal input, the nature of our public policy decision-making procedure, as well as the low lever of law system prevent the procedure from justice; fourthly, the public decision- making mechanisms in the process of public policy decision-making, such as the preference showing mechanism, the government collective decision-making mechanism, the public decision-making supervision mechanism and so forth are defective. Pointed against the defects and barriers, some analysis and advices on how to optimize our public policy decision-making system are presented in the end part of the thesis.
