Since the third scientific and technological revolution,especially since the 1990 s,with the gradual development of the Internet,social productivity and economic efficiency have been improved rapidly.At the same time,the public is no longer confined to the traditional rely on charity for single fund-raising,public welfare undertakings in "Internet +" the spring wind also walked into the Internet,because of the Internet,the mass and efficiency,and greatly improve the efficiency of public welfare donations,this new type of network public welfare and the raise pattern to be badly in need of help people brought great convenience,these people can through the Internet channel to avoid a lot of red tape released for help information to seek outside help.However,with the rapid development of this new model,more and more disadvantages are exposed.However,relevant laws and regulations fail to follow up timely for supervision,leading to many problems in supervision.Therefore,the focus of this paper is to establish a sound regulatory system for public crowdfunding to solve the regulatory problems.This paper analyzes the loopholes in the supervision of public crowdfunding in China,and further combines the relevant experience of foreign public crowdfunding supervision,and concludes the regulatory system of public crowdfunding suitable for China's national conditions.This article through the revised the act of charity to establish public welfare and the regulation of law,raise and to further clarify the legal status of the sponsors and responsibility,determine the regulation subject of public interest and the raise,and further cause the raise should be brought into the scope of legal regulation,perfect the corresponding legal responsibility mechanism,strengthen the supervision of the government's responsibility,efforts to improve the supervision of the raised platform to establish a full and accurate disclosure,through strengthening social supervision to put an end to happen the donation fraud related events.Only by comprehensively improving the supervision of public crowdfunding can the public crowdfunding in China achievehealthy development and further contribute to the sustainable health of China's economy.
