Short videos are new things that have risen and developed quickly in recent years.Mobile network technology and intelligent data on a wide range of popularization and development of the environment background.Short videos could fully meet users read and entertainment needs,with strong interactivity and real time.It has been become a universal social and entertainment tool,whether personal or video content sharing platforms gradually see the short videos which contain enormous value,the short video production,film and spread gradually formed an industrial chain,the development as a whole industry.The paper aims at sorting out the problems in the development process of short videos and making a systematic study,hoping to provide some ideas and suggestions for protecting the copyright of short videos,solving the infringement disorder of short videos and standardizing the development of short videos industry.This paper is divided into five parts.The first part is the overview of short videos and fundamental problems.The second part is mainly from the original problem of short videos.Only the short videos are works,the rest of the copyright issues are necessary and valuable to discuss.The third part discusses the production and fair use of short videos.Fair use has always been an issue full of confusion and controversy in copyright law.This is also a difficult point in the research of short videos copyright.The fourth part discusses the infringement of short videos and clarifies the legal responsibility of short video content sharing platforms.Finally,the discussion of the above parts is summarized,and specific suggestions are put forward for the protection and industry standard of short videos.
