Civil Society,E-Government And Transparency Of Provincial Government Procurement

The overall promotion of e-government and the rapid development of civil society have brought opportunities and challenges to the publicity of government procurement information.However,there is a large gap in the transparency of provincial government procurement in different regions.What factors have affected the transparency of provincial government procurement in different regions? This issue has increasingly become a hot issue of social concern.On the basis of combing the theory of civil society,the theory of the right to know,the theory of governance and the relevant empirical research,this paper reviews the development of China's public procurement information and the process of system construction.Through the evaluation and investigation of 31 provincial government procurement local sub network procurement projects,using SPSS statistical software to build a multiple linear regression model,in order to test social organizations,citizen participation,e-government the impact of the theoretical assumptions on the transparency of local provincial government procurement.It is found that with the deployment of deepening the reform of the financial and tax system,the legislative process of government procurement in China is speeding up,and the construction of the information disclosure system in this field has entered a fast lane.Its characteristics can be summarized into three aspects: the construction of the rule of law,the construction of the standardization and the construction of the electronation.Its system construction is guided by the goal of all-round and all-round disclosure of procurement information,promoting sunshine procurement,matching with We will make government affairs more open.However,at present,there is still room for progress in the work of provincial government procurement information disclosure.In most areas,there are outstanding problems such as the disclosure does not meet the time limit requirements,some procurement projects do not achieve the whole process of disclosure and the elements of disclosure are not complete,and the platform construction is not perfect.It is found that social organizations,citizen participation,e-government development(government informatization)are positively related to the transparency of provincial government procurement.Specifically,the more developed the social organizations in a region,the more active the citizens' voluntary participation and the more developed the egovernment,the better the level of procurement information disclosure.It can be seen that the development of civil society with openness,openness,participation and rule of law as its main values,social organizations and volunteers as its main body,affects the transparency of regional and provincial government procurement;the development of egovernment characterized by the active promotion of the government,affects the transparency of regional and provincial government procurement.Therefore,we can strengthen the vitality of civil society by strengthening social organizations and cultivating citizens' voluntary spirit.Secondly,accelerate the construction of e-government,so as to form a joint effort to provide transparency in government procurement.This is not only conducive to the construction of a sunshine and service-oriented government,but also conducive to play a multi governance role,which is of great significance to improve the governance capacity of our country.Based on the analysis of the development process and system construction,investigation and empirical analysis,this paper puts forward the following policy suggestions: first,improve the government procurement information disclosure system;two is to adjust the regulatory focus and innovate the regulatory mode;three is to strengthen the standardized construction of procurement information disclosure;four is to improve the procurement information disclosure platform;five is to promote the healthy development of civil society;this is plus We should make great efforts to publicize the information of government procurement,deepen the reform of government procurement,and promote the marketization,legalization and internationalization of government procurement in China.However,in the empirical analysis,due to the short time span of the data,it may have an impact on the empirical conclusions.Therefore,the conclusion of this paper is exploratory and preliminary.
