The Research Of The Surpervision Of Government Procurement Of Public Services

In recent years, the state pays great attention to the reform of the procurement of public services, and clearly put forward promoting pilot work on the equalization of basic public services, urban and rural equalization of basic public services, government procurement of public services and some other areas. China has entered the era of the shortage of public goods, by the procurement of services, government extends the service scope, more importantly optimizes the allocation of public resources, and improve the efficiency and quality of public service. The transformation of government function, the promotion of service quality and the satisfaction of public service needs will be accelerated by deeper exploration of diversified public service supply mode, and improvement of the regulatory mechanism of government procurement of services. Therefore, it will be full of practical value and theoretical value to do researches on government procurement of public services.The author analyzes the current situation of Nanhu District government procurement of services, sorts out the problems existing in the area of government procurement of services, and mainly discusses the problems in regulatory, using the methods of literature review and case study. Combined the cases of sanitation outsourcing and third-party governance theory and governance theory, the author analyzes the implementation practice of government procurement of public service reform in Nanhu District, affirms its introduction of regulatory mechanisms and points out the problems such as that the depth and breadth of knowledge needs to be improved, the regulatory mechanism of purchase of services is not perfect, and the purchase behavior is short of internal control and audit supervision. Therefore in this article the author gives some suggestions focusing on the problems mentioned aboved.
