Research On The Off-office Auditing Of Land Resources Assets Of Leading Cadres

To protect the environment is to protect productivity.To improve the environment is to develop productivity.In order to strengthen the leading cadres' responsibility of implementing the land resource assets and ecological environment protection,and to solve the contradiction between the rapid urbanization and the shortage of land resource assets,it is necessary to study the audit of the leading cadres' land resource assets leaving office.It is a new way to explore the protection of land resource assets to find a breakthrough point from the perspective of leaving audit,which forces the leading cadres to use land resource assets in a scientific and reasonable way while adjusting measures to local conditions.From the perspective of audit,this paper supervises the leading cadres to improve their awareness of natural resource protection and ecological environment management,and comprehensively and reasonably evaluates the land resource management of the leading cadres.This paper reviews the relevant literature at home and abroad.Define the related concepts of land resources assets leaving audit for leading cadres.This paper demonstrates the theoretical basis of the new audit content from five audit elements,sustainable development theory,natural resource value theory,principal-agent theory,etc.Seven key contents of audit are abstracted from the trial regulations on the audit of natural resources assets leaving office of leading cadres.Refine the audit content according to the actual situation,making it easier to operate.Build a framework of evaluation index system from seven aspects of audit content.36 indexes are selected from the relevant laws and regulations,policy documents and target tasks respectively,and finally the evaluation index system is established.In addition,it summarizes the difficulties and causes of the audit,and finally puts forward countermeasures and suggestions,which can provide reference in theory and operation for improving the audit of land resource assets and even other types of natural resource assets.
