Official Turnover Affects The Growth Of Local Foreign Trade

Since the reform and opening up,China's economy has developed rapidly.In recent years,many economists have paid attention to the role of local officials in economic development.Foreign trade is an important aspect of economic growth.At the same time,under the current system of economic decentralization,political centralization and the assessment of officials based on economic growth,local officials compete for economic growth.Based on this,this paper assumes that the replacement of local officials will have an impact on local foreign trade,and local officials will influence local economic development by changing import and export,so as to achieve their financial benefits and political promotion.Based on the macro panel data of 31 provinces in China from 1997 to 2016,this paper uses the fixed effect model to empirically analyze the comprehensive impact of the political activity of official turnover on the development of local foreign trade.It is found that the turnover of officials will significantly promote the growth of local foreign trade because of political and financial incentives.Specifically,the change of provincial Party committee secretaries has a lower impact on promoting local foreign trade,while the change of provincial governors has a more significant impact on the growth of local foreign trade;further research shows that in the eastern and central regions,the change of provincial governors has a more significant role in promoting local foreign trade than in the western region;from the perspective of the source of the change of local officials,the promotion of local officials from the central government and other provinces is more significant The promotion of local officials in other provinces is more significant than that in their own provinces.Selecting the governor's degree as the explanatory variable,we found that the higher the education level,the higher the influence on promoting foreign trade,and the lower the education level,the lower the influence on promoting foreign trade;selecting the governor's replacement age as the explanatory variable,we found that the older the governor's replacement time,the lower the influence on promoting local foreign trade,and the younger the governor's replacement time,the lower the influence on promoting local foreign trade The higher the impact of foreign trade.The conclusion of this paper provides positive guidance and suggestions for promoting the development of foreign trade,policy-making and the appointment and promotion of officials.
