Research On Fiscal Budget Management Of Province-Directly-Managing-County After The Implementation Of The New Budget Law

The fiscal system of counties directly administered by the province refers to a form of management directly carried out by provincial finance departments towards county/city-level finance departments in the aspects of transfer payment distribution,income division,fund release,project application,final settlement,etc.within the current administrative system and legal framework,so as to alleviate fiscal difficulties at grass-roots level and solve problems such as too many government budget levels.It is conducive to improving administrative efficiency,stimulating economic development of counties and promoting regional balance.However,based on the actual situation of fiscal system of counties directly administered by Gansu Province in the past ten years,due to such factors as weak management level and backward management form of county-level finance,absence and low enthusiasm of municipal finance departments in the fiscal business management of counties directly administered by Gansu Province,excessive radius of provincial fiscal management and limited management of counties directly administered by the province and such problems as lax budget control,extensive budget management of counties directly administered by Gansu Province,publicity of the budget and final accounts information to be strengthened,efficiency of the government debt management pending improvement and insufficient examination and supervision of the NPC in the budget management exposure of directly administered by the province,the overall effect of budget management reform in counties directly administered by the province has not been fully demonstrated.The New Budget Law,which came into effect in January 2015,further clarifies the budget preparation and audit procedures and the responsibilities of all levels of fiscal budget management in terms of budget preparation,budget publicity,budget audit,budget implementation,transfer payment system,government debt management,accountability,etc.,thus creating rigid constraints on regulating all levels of fiscal budget management.According to specific constraints of the New Budget Law on fiscal budget management at all levels,through theoretical analysis,comparative analysis,case analysis and other methods,this paper analyzes the practical effects of the New Budget Law on solving the problems existing in the budget management of counties directly administered by Gansu Province,and concludes that the implementation of the New Budget Law has enabled preliminary establishment of the full-caliber government budget system,open and full implementation of budget and final accounts,more perfect department budget preparation procedures,strengthened examination and supervision of the NPC and more standardized government debt management of counties directly administered by the province.In addition,in order to solve problems in the budget management of counties directly administered by the province,such as asymmetry of fiscal and administrative power,contradiction between limited effects of transfer payment equalization and comprehensive promotion of the reform of fiscal system of counties directly administered by the province and low level of local tax system construction,the author believes that we can scientifically define the administrative power of governments at all levels,improve the fiscal transfer payment system,accelerate the construction of local tax system,and further rationalize the fiscal relationships between province and cities or counties and cities and counties and improve supporting measures for the reform of fiscal system of counties directly administered by the province so as to provide some reference for the subsequent improvement of budget management of counties directly administered by the province.
