Third Party Evaluation Practice And Path Optimization Exploration Of Social Work Service Project

Influenced by the new public management doctrine,the government began to explore the introduction of social forces into the field of social services,and played the basic role of market mechanism in the allocation of social service resources through the way of government purchasing services.As an important part of social services,social work service has always been a top priority for the government to purchase social services.However,due to the lagging development of third-party evaluation of social work service projects,problems such as project demand administration and evaluation formalization appear,which seriously affect the healthy development of social work service.This research perspective on the theory of the fourth generation of evaluation,based on the author for two years experience in project implementation and evaluation,and the integrated use of data analysis and depth interview method as a supplement,from social work services,where the project is located,the whole situation of the third party assessment,the project of the whole cycle to observe third-party assessment main body and the interactive effect of government,social organizations and trajectory,to explore the social service project of the defects in the practice of the third-party evaluation and optimization of path.It is found that there are some problems in the third party evaluation,such as the administration of the agency program evaluation,the separation of the evaluation from the service object,the over-quantification of the project index evaluation,the over-formalization of the effectiveness evaluation,and the improvement of the professional development environment of the evaluation agency.The assessment mentioned in the fourth generation assessment theory is based on the environment where the project is located and the effective interaction between the parties,and puts forward the theory of political equality that the assessment grants some privileges to the organization and the assessment should strive for stakeholders.Therefore,in order to solve the problems existing in the third-party evaluation of social work service projects,it is necessary to eliminate the evaluation privilege,respect the authenticity of the project demand,and establish an evaluation model based on the situation of the service object.On this basis,the evaluation procedure is designed strictly,the evaluation index is optimized which is too rigid and quantitative,and the social work evaluation content is improved from the perspective of response evaluation.In addition,the dependence of third-party assessment agencies on the government should be changed and their independence should be enhanced.
