Research On The Practice And Optimization Of Community Service Purchase In Suzhou S Street

With the rapid development of China’s economy and society,the quality and living standards of the people are constantly improving,and the people have more expectations and higher requirements for government management and community service provision.At present,Community Governance is a specific practice to promote social governance to move down to the grass-roots level.As a provider of traditional services,the government can provide limited public services,and there is still a gap with the requirements of the people.In order to promote the reform of community service supply mechanism and improve the quality of community services,the Chinese government has attempted to introduce third-party social institutions through political and social cooperation to provide community services and enhance community service capabilities.From the perspective of the practical process of S Street’s purchase of community services in Suzhou Industrial Park,this paper investigates and analyzes the implementation status of S Street’s purchase of community services in Suzhou according to the four stages of project application,project review,project development,and project supervision and evaluation by using the typical cases of political and social cooperation in the "community party organizations serving the people project" and"micro public welfare venture capital project",Through research,it has been found that the main problems are the lack of standardization and procedural nature of the purchasing service process,insufficient response to residents’ needs,failure to effectively promote community autonomy,and weak overall supervision and evaluation.In response to the above issues,further analysis is conducted to identify the reasons for the problems,including the lack of scientific and standardized mechanisms and standards for purchasing services,poor communication between participating parties,obstacles in community autonomy mechanisms,and the lack of a multi-dimensional supervision and evaluation system.Based on the actual situation of S Street,improve the mechanism for purchasing community services and enhance contract management capabilities;Stimulate the endogenous power of the community and promote the balance between supply and demand of community services;Building a multi-party collaborative mechanism and creating a governance pattern of co construction and sharing;Establish a whole process supervision and evaluation mechanism,and propose targeted countermeasures to improve the efficiency of service evaluation in four aspects,hoping to provide new ideas for the government to promote innovation in grass-roots governance,fully mobilize the strength of various grass-roots organizations to participate in Community Governance,and improve the efficiency of government purchase of community services.
