Since the 17 th century,Detroit has gradually developed from a colonial settlement. In the 19 th century, relying on the convenient transportation conditions and rich mineral resources of the Great Lakes region,Detroit gradually developed from a small city to an important industrial city in the United States. At the beginning of the 20 th century, relying on the development of the automobile industry,Detroit became a prosperous metropolis in the Midwest. However, with the progress of urbanization,Detroit has also begun to expose urban problems, such as the lack of urban public facilities, the lack of urban economic development, urban social fragmentation and so on.In the mid-20 th century, with the climax of the black civil rights movement in the United States, the problems in the development of Detroit eventually led to the fierce ethnic conflict. In July 1967,the riots broke out in Detroit.Detroit's riot in 1967 is the urban crisis caused by the accumulation of various contradictions in the process of urban development. After the riots,Detroit's urban development went down sharply, the process of suburbanization accelerated, the urban population structure changed fundamentally, and the city fell into a more profound economic and social crisis. In total,43 people died, more than 5000 people were displaced, and property damage was about $50 million. The riot rewrites the fate of the city, and the development of the city is off track. The unreasonable urban management policy, the change of urban industrial structure, the isolation in urban layout and other issues have brought obstacles to urban development. The urban development is in a dilemma, and the city is declining.Until 2013,the city of Detroit declared bankruptcy. After the crisis, both the federal government and the Detroit municipal government put forward corresponding measures to prevent the 1967 riots from happening again. The city of Detroit has responded to anything that might happen in the future with a "riot control plan.".The plan spurred cities to revise their riot control procedures and became the best excuse for the federal government to expand its military. While expanding the army, the federal government also set up various government agencies and laws and policies to prevent the occurrence of riots. At the same time,it hopes to improve the living environment and employment of black people through social and economic reform and support of black enterprises to prevent the occurrence of riots. However, these measures did not really improve the situation of black people, and even some policies damaged the interests of black people. It can be seen that in order to realize the healthy development of the city,we should not only pay attention to the economic development of the city, but also make a reasonable urban layout, improve urban public services and formulate scientific urban management policies.Detroit is a typical old industrial city, the law of its urban development has an important reference. The Detroit riots in 1967 were the turning point of urban development, which led to the abnormal development of urbanization process and a series of economic and social consequences.Detroit's experience and lessons put forward new problems for urban construction and urban management. Its history shows that in the post urbanization era,the economic development of the city is still the core and the main driving force to promote the urbanization process. At the same time,we must pay attention to the management and planning of the city, the overall construction of the city society, the elimination of social barriers, and fundamentally remove the obstacles of the city development,so as to truly realize the core role of the city in the economic and social development.
