Since the reform and opening up in 1978 and the reform of the tax sharing system in 1994,China has gradually formed a situation of fiscal decentralization,At the same time,the governments all over the country have been competing fiercely for the pursuit of maximization of interests.On the one hand,this competition has led to the growth of the local economy,on the other hand,there is a big gap in the supply of public services,such as education.Under the special national conditions of our country,the existence of urban administrative level makes the cities of our country have different management rights.The level of urban administration is different to the public services such as education,but there is less research in this area.Therefore,this paper tries to study the impact of city education expenditure from the perspective of urban administrative level and fiscal decentralization.And the interaction mechanism between them is combed,hoping to provide some enlightenment to the development of our country's education.The first chapter is divided into the following parts: the first chapter introduces the research background,then puts forward the research issues in this paper,then collate the status of literature research at home and abroad,and put forward the research contents and methods of this paper on the basis of the status quo of the previous research;the second chapter is on the administrative level of the city,the decentralization of Finance and the city.The related theories of urban education expenditure are sorted out,and the mechanism of the influence of urban administrative level and fiscal decentralization on urban education expenditure is analyzed.The first is the theoretical analysis of urban administrative level and urban education expenditure,and then the theoretical analysis of fiscal decentralization and urban education expenditure.Finally,the impact of the synergy on urban education expenditure is analyzed,and the research hypothesis is put forward on this basis.The third chapter is mainly to our country level and above cities.From the data of 2002 to 2015,the above hypothesis is tested by the panel data model,including the regression and robustness test of the basic model,and the following results are obtained on the basis of theoretical analysis and empirical test:(1)urban administrative level and fiscal decentralization have a direct impact on urban education expenditure;(2)cities Administrative level and fiscal decentralization have a negative effect on urban education expenditure;(3)the role of urban administrative level and fiscal decentralization can promote urban education expenditure,but this effect is different in East,middle and western regions.According to the above research results,this paper puts forward policy suggestions from the aspects of clarifying the responsibility of the central and local governments,perfecting the fiscal decentralization system,reconstructing the incentive mechanism of the local government education expenditure,strengthening the relevant policies of educational supporting,and increasing the financial investment in the central and western regions to promote the development of urban education.
