The rise of artificial intelligence in the field of government affairs will bring thechallenges in the government service sectorinevitably. It will promote the comprehensive governance capacity of the country, provide proposal for government decision makers, optimize government administrative processes, provide personalized government services for the public, maintain national security management, and complete other administrative assistance work and so on.Which mentioned above can promote government administrationtremendously. In the field of state border management, the application of AI is different from the general public management. On the one hand, the entry of artificial intelligence should be particularly cautious, the application of artificial intelligence in this field is not only related to the promotion of administrative services, administrative assistance is so simple, but also determines the entry and exit safety of border security management functions. On the other hand, the application of artificial intelligence has almost zero tolerance for errors because of the national border security. How to increase the fault tolerance rate is a long-term problem to be solved.Existing research on the application of artificial intelligence in border management, especially in security,is still blank. This paper analyzes the advantages and disadvantages of the application of artificial intelligence in border management from human-computer integration theory, externality theory, and symmetry theory and puts forward countermeasures. In order to provide a scientific theoretical basis for the decision-making of entry-exit order managers, and provide a reference for the government to introduce other artificial intelligence equipment.Around the AI equipment of the self-service communication system which has been put into use for more than ten years, this paper makes random interviews with the frontline policemen from the perspectives of human resources, customs clearance efficiency and accuracy of frontier control, observes on the spot, and analyzes the effect of AI on fine management of frontier inspection organs.Through statistical data, the advantages and disadvantages of self-service customs clearance can be deduced from the analysis of typical cases and various accidents caused by artificial intelligence. This thesis argues that the application of artificial intelligence in border management shows strong advantages in improving customs clearance efficiency, ensuring the fairness of entry-exit personnel, and the stability of intelligent inspection compared with manual inspection. However, compared with the international intelligent border management system,it also exposes many shortcomings, mainly including: the lower technical maturity of the intelligent border management system, the more difficult to detect illegal entry and exit cases, challenges to government administration, the bottleneck of man-machine integration, and low public acceptance. For security reasons, the application scope of self-service customs is limited. This paper argues that the application of artificial intelligence in border management shows strong advantages in improving customs clearance efficiency, ensuring the fairness of entry-exit personnel, and the stability of intelligent inspection compared with manual inspection. However, compared with the international intelligent border management system,it also exposes many shortcomings, mainly including: the lower technical maturity of the intelligent border management system, the more difficult to detect illegal entry and exit cases, resulting in loopholes in the border anti-terrorism work, challenges to government administration, the bottleneck of man-machine integration, and low public acceptance. For security reasons, the application scope of self-service customs is limited.
