With the rapid development of social economy,the status of state-owned enterprises in the national economy is becoming more and more important.As the foundation of supporting the socialist economic system,the reform of economic system is more inseparable from the reform of state-owned enterprises.The reform of state-owned enterprises has been developing in the process,which makes the national economy change from highly centralized planned economy to market economy.The reform of state-owned enterprises has gone through more than 30 years.From the innovation of the management system of state-owned assets to the strengthening of the supervision of state-owned assets,the improvement of the modern enterprise system of state-owned enterprises,the deepening of the reform of the internal management system of enterprises,and the improvement of the operation budget system of state-owned capital,the system and mechanism of state-owned enterprises have made a great breakthrough and strengthened the national economy.However,the deep-seated contradictions and problems in economic and social life caused by the reform of state-owned enterprises have not been fundamentally eliminated,and there are still many problems in the reform,which can be summarized as follows: the contradictions caused by the reform are serious,the reform involves a wide range of work,the sensitivity of the reform content is strong and the degree of reform is not standardized,the institutional constraints of reform are not strong,the hematopoiesis function of state-owned enterprises is insufficient,and the city The adaptability of field operation is not high,the establishment of modern enterprise system is not perfect,and the level of internal management is not high.All of the above problems must be solved from the most fundamental point.The economic foundation determines the superstructure.The most fundamental part of the reform of state-owned enterprises is to solve the capital problem.State-owned capital plays a leading role in state-owned enterprises.How to use fiscal leverage to promote the reform of state-owned enterprises is one of the important issues.This paper takes "the case study of Mianyang government using finance to move Fucheng group transformation" as the research theme,and takes Fucheng group of Mianyang City as the case to carry out the research.Firstly,it expounds the background and significance of this research,combs the research status of state-owned enterprises at home and abroad,and analyzes this case by using the public product theory,public finance theory and principal-agent theory;Secondly,the paper analyzes the value of the example of the transformation of Fucheng group by Mianyang municipal government,including the analysis of the current situation,the confusions faced and the typicality;secondly,it describes the case of the transformation of Fucheng group,including the background,main process,practice and effect of the transformation;thirdly,it analyzes the transformation of Fucheng group from the three key factors of financial budget,financial capital and financial regulation Finally,the paper puts forward the enlightenment that only by formulating the state-owned capital management budget can we ensure the optimization of resource allocation and the transformation of financial fund support mode can we promote the reform of state-owned enterprises to adapt to the market economy,and only by improving the financial control policies can we promote the state-owned enterprises to become bigger and stronger.
