The Analysis Of Tech-Containment Policy And Its Motivations Against China By Trump’s Government

Since Trump took office,the technical containment against China bounded by "cold war mentality" has intensified.This paper reviewed the origin of American containment theory,history and development of technological control against China.Finding that technological containment action against China led by Trump administration has obvious intention,broad scope and prominent focus.The method is to use the state machinery to take targeted containment actions and precise strikes against China’s scientific research system,national industry level,technology enterprises level and scientific research personnel level.The motivation is that Trump administration,under the influence of "American first" strategy,tried to make China pay high costs for its rapid development so as to realize its political ambition of "making America great again",so as to ensure the competitive advantage of US development model and guide its international hegemony.While reducing strategic misjudgment and strengthening strategic dialogue with the United States,China also needs to strengthen its own strength in science and technology.Secondly,strengthen international cooperation,establish global industrial chain system,industry standards and attract international talents.Finally,we should properly guide international public opinion,promptly counter the smear of western countries led by the United States on Chinese public opinion,actively and effectively respond to the United States’ technological containment offensive against China.
