A Study On The Assistance Of Marginal Households In The Subsistence Allowance System From The Perspective Of Developmental Social Policy

Poverty has always been an important problem plaguing China's development.In a modern risk society,the emergence of poverty is characterized by complexity and diversity.Social assistance has always played an important role in dealing with poverty.In the face of diversified poverty groups,social assistance policies will inevitably lead to incomplete policy coverage and inadequate policy implementation.As a result,other groups have fallen into poverty in the process of solving the poverty problem.Protecting marginal households is a special group that appears in the process of solving absolute poverty in China's social assistance policy.The particularity of this group is that they are close to the poverty relief line,but they have not reached the poverty relief standard,which is the de facto "quasi-poor household".The lack of assistance from social policies caused them to be excluded from some preferential policies in the areas of serious medical care,employment and entrepreneurship,and children 's education,which not only questioned the fairness of social assistance,but also had an impact on the construction of a harmonious society to a certain extent..Based on the above reasons,this article aims to study the social assistance problems of urban low-income marginal households,and hopes to conduct a corresponding path discussion on the solution of urban low-income marginal households from the perspective of developmental social policies.Based on the social work internship experience,this article uses the semi-structured interview method and participatory observation method to participate in the caring assistance project of the Chengdu A institution,and uses the semi-structured interview method and the participatory observation method.Conduct qualitative research.Interpret the current social assistance policies,analyze the social assistance policies of the urban low-income marginal households,clarify the internal logic between the formation of urban low-income marginal households and the social assistance system,and explore the urban dilemma marginal households' rescue problems.Through the social work practice analysis of the urban low-income marginal household assistance,it is concluded that this group has its own inadequate capabilities,weak social support network,and lack of enthusiasm for seeking change.In view of the shortcomings of the traditional social assistance policy in the rescue process,this article proposes to explore the solution of the problem of urban low-income marginal households from the perspective of developmental social policies,emphasizing the role of social assistance,including capacity building and advocacy.Community participation,strengthening social work services,focusing on problem upstreamintervention,and referring to the experience and enlightenment of foreign social assistance,puts forward a feasible way to improve China's social assistance policy.Finally,the full text of the research is summarized and discussed.
