With the rapid development of our economic and society, our government investment in livelihood undertakings is continue to increase. Urban low households as the most difficult one in our city have received unprecedented attention, many preferential policies of social assistance also tend to define this group. By raising the level of assistance, and perfect the relevant preferential policies, our governments at all levels make sure that all low-income families enjoy the results of the economic and social development, and to enjoy the sunshine. But not far away from them,there is another part of group,the edge of the urban subsistence allowances households have been left in the cold, standing at the edge of the sun. The edge of the urban subsistence allowances household income levels, although slightly higher than the low households, but due to many preferential policies of social assistance and subsistence allowances system, they did not enjoy the appropriate rescue treatment, and thus their life is very difficult, some even worse than the life of the urban low households. They are poor communities in urban society, because of the slightly smaller difference in income was excluded from relief assistance outside the gate, it is not fair.By collect and analysis the experts and scholars in the past research, I found that research about the social assistance system of urban subsistence allowances edge of households is very limited. The edge of the urban subsistence allowances households is appeared with the developpment of urban minimum living security system. Through visited Gulou District of Nanjing community,I think moer about the survival status on the edge of the urban subsistence allowances households rescue significance, the rescue the problems and causes analysis to do a little thinking, the last and made himself point proposal. The edge of the urban subsistence allowances households is very difficult to survive, they lack the necessary social security system, lack the opportunities for upward mobility, under enormous psychological pressure, and there passed intergenerational poverty.But the social assiance for this people has not yet formed, there has the problem of assistance and implementation of the dual nature; the role of guaranteeing staff play a limited effect;employment assistance policies are not effective;This quesstions mainly by the design concept of urban subsistence allowances lag, standard-setting urban subsistence allowances low urban residents object defined unitary, unstable employment, social assistance system is imperfect, the individual areas of various kinds of special relief measures and subsistence allowances system bundled implementation causes.Finally, I also put forward some suggestions:First, emphasis on the role of community assistance, mobilizing community forces to participate; Second perfect management mechanism is associated with the employment, income exemption regime;Third establish comprehensive the social assistance system, stressed the special classification rescue and personalized assistance; The last implementation the development of social policy, emphasis on human capital investment.
