China's urbanization process is a large social background of population migration.Population migration is affected by many factors,including economic and political factors that play a decisive role in restricting population migration.Economic and social development has broken the traditional urban-rural development pattern in China,and the impact and role of township economic development on the local economy has become increasingly apparent.With the continuous improvement of the economic level of townships and the construction of new countryside by the government,the population began to flow to specific areas in towns and villages on a targeted basis,and then a relatively stable population concentration area was formed.The author temporarily defines this kind of area as the emerging township population agglomeration area.The characteristics of the newly-populated township population clusters are novelty,regularity,and stability.With the development of regional development,many social problems such as population,social security,transportation,and ecological environment have emerged in the agglomeration areas.The lack of law enforcement bodies and the lack of law enforcement power are the root causes of these social problems that cannot be resolved in a timely manner..In view of this,this article will take the law enforcement issues of emerging township population agglomeration areas as the perspective and entry point,and use the method of integrating materials literature and inductive comparative analysis to divide the article into five major parts to discuss the subject of law enforcement of new township population agglomeration areas.The first part introduces the background,factors and characteristics of the emerging township population agglomeration area,and points out the various social problems currently existing in the agglomeration area.The second part expounds the current situation of law enforcement management in the emerging township population agglomeration area,and focuses on the problems and deficiencies of the law enforcement body system in the agglomeration area.The third part briefly introduces the western European countries 'urban law enforcement management systems represented by Germany and the United Kingdom and the typical grass-roots administrative law enforcement management models in the country.It highlights the reference of the domestic and foreign grass-rootsadministrative law enforcement systems to the construction of the main body of administrative law enforcement in the emerging township population clusters Meaning and exploration inspiration.The fourth part emphasizes the necessity of granting law enforcement power to the law enforcement subjects in the gathering area,clarifying the objects of law enforcement power,and explaining the legal basis of law enforcement power.It is clear that the law enforcement subjects in the agglomeration areas shall have law enforcement powers such as the right to interpret the law,the right to implement general administrative processing,the right to administrative supervision and inspection,the right to administrative coercion and the right to administrative punishment.The fifth part is the key part of this article.The professional level and legal literacy of law enforcement subjects are the prerequisites for the perfect construction of the administrative law enforcement subject system in the gathering area.Autonomous law enforcement mode,entrusted law enforcement mode,comprehensive law enforcement mode and administrative assistance law enforcement mode are currently more suitable for the establishment of law enforcement bodies in the cluster area.In addition,it is necessary to regulate the use of law enforcement powers by law enforcement subjects in the gathering areas by establishing a supervision mechanism.
