Study On The Government Responsibility Of The Placement Of Veterans

During the war years,countless soldiers fought bravely and courageously,exchanging their blood and lives for national independence and liberation.In times of peace,generations of soldiers have stood in the line to defend their families and their country,demonstrating loyalty through dedication and sacrifice.All soldiers will take off their military uniforms on that day.To improve the security work of ex-servicemen and solve the worries of the officers and soldiers at home is of great significance to rewarding the soldiers for their selfless dedication,encouraging their dedication to national defense and army building,and fostering the spirit of patriotism,love for the army and warlike spirit of the whole nation.There are about 237,500 ex-soldiers in China every year,showing a gradual increase every year.At the commemoration of the 70 th anniversary of the victory of the war of resistance against Japanese aggression and the world anti-fascist war,General Secretary Xi Jinping announced the disarmament of 300,000 troops,which demonstrated China's determination to safeguard world peace and marked the beginning of a new round of national defense and military reform.With the comprehensive launch of the new round of national defense and military reform,the resettlement of ex-servicemen is facing new problems and challenges,and a large number of ex-servicemen will face the problem of post-retirement resettlement.In recent years,there have been such problems as "petitioning by groups involved in military affairs" and "difficulty in conscription",which have fully proved that it is urgent to improve the resettlement of veterans.Retired soldiers and resettlement work,gradually developed with the emergence of soldiers,in different periods,the pattern of work and the way is different,with the development of society and economy,the contradiction of resettlement work is also growing,effectively solve the conflict of veterans resettlement,not only can protect the legitimate interests of military to further stabilize the morale of the,can further construction of national defense,to promote military modernization and further economic and social development.Yancheng was the site of the reconstruction of the new fourth army,and it has won the title of "five-in-a row".As an old revolutionary base area,yancheng has always had the glorious tradition of supporting the army,the government and the people.Yancheng,as a major military city in the province,has a large number of retired soldiers.Every year,there are more than 3,000 retired soldiers in this city.Yancheng region has retired soldiers and resettlement work characteristic,research in 2017 issued the "about in the city's former soldiers organized" village(community),selecting and appointing cadres training one thousand people plan "the implementation of the measures(trial)",by selecting the "village official" solve the problem of difficult employment of retired soldiers,to fully demonstrate the yancheng city government can play the functions of the government in place for retired soldiers,this is also the first move across the country,by wide public concern.This study by analyzing the retired soldiers set situation in yancheng city,a local policy documents and analysis of former soldiers "one thousand plan" case,teasing out the work carries out to the settlement of retired soldiers in yancheng city in recent years the status quo,at the same time with the domestic similar parts resettlement experience,this paper compares and analyzes the current problems existing in the yancheng retired soldiers set was summarized and the reason analysis.Finally,based on the analysis of the problems and causes,the author puts forward some countermeasures and Suggestions on the government's responsibilities in the placement of ex-soldiers by using relevant theories.At the same time,through the actual case study of yancheng "one thousand plan" for ex-soldiers,this paper studies the local policies to promote the placement of ex-soldiers,and supplement the research on the population of ex-soldiers for other scholars to learn from and discuss.
