The strategy of rural vitalization is a important deployment proposed by the 19 th CPC National Congress,and the promotion of talents is an important connotation of rural revitalization.The construction of the training system is the foundation and guarantee for the construction of village cadres.Jiangsu Province is both a large economic province and a large agricultural province.Agriculture plays an important role in China.City Y is also the largest agricultural city in the province,with an area of about 12 million acres of arable land,ranking the forefront of the province.It has also been in the forefront in exploring innovative mechanisms for the construction of village cadres in recent years.Based on the science of human resources management in the public sector,this paper is based on Y city,and the starting point of the training of village cadres is the starting point.The research focuses on the "customized village cadre" training model that has been promoted in many provinces.On the one hand,it summarizes the development and implementation process of the village cadre cultivation project such as the "custom village cadre" project explored in Y city in recent years.It is aimed at the current stage of the construction of the village cadre team and the traditional "college student village officer" selection model that has cooled down.Taking the“custom village cadres” independently implemented by Y city as an analysis case,researching from the implemented policies,operation methods and achieved results,and applying the theory of principal-agent,stakeholder,and public choice in public management To analyze the background,reasons,and characteristics of this model,including the collaborative structure,training objects,and training models,and to use research methods such as interviews and comparative analysis to compare the village cadre team building before and after the implementation of the "custom village cadre" project.The new situation and new changes point out that this mode of locally cultivating college student village officials can effectively avoid more risks and reduce waste of resources.Local governments and agricultural colleges have discovered and cultivated a group of adaptable Young localized villages with the needs of rural development and professional skills and grass-roots service skills In order to achieve the purpose of guiding university graduates to employment at the grass-roots level in rural areas and optimizing and stabilizing the rural grass-roots talent team,it can also stimulate society to pay more attention to rural development.At the same time,for agricultural colleges in cooperation,A new talent training model has also prompted it to optimize the current concepts and methods of agricultural vocational education,to better serve the "three rural" construction in the new era,and to optimize and upgrade the talent education process in accordance with the actual needs of regional development.Really reflect the value function of colleges and universities serving the society.On the other hand,the research also pointed out some problems and deficiencies that still exist in the "customized village officer" project,and combined with grass-roots practice,proposed a path to optimize the "customized village officer" model,and rationalized the relationship between the subjects to strengthen training Planning,improving the evaluation and evaluation mechanism to improve governance efficiency,integrating governance resources and strengthening capital security capabilities put forward suggestions to strengthen and improve the training of village cadres.This article hopes that by studying the cooperation of government and colleges at all levels to customize and train college students village cadres as a public organization management activity,introducing the theories of cooperative governanceand principal-agent,and constantly optimizing the training path,through long-term "incubation",to achieve public management departments,agricultural institutes The interests of schools,rural areas,and students are mutually beneficial,and eventually a group of talents that meet the needs of rural development are cultivated to achieve the best benefits of public management.
