Since the 18th National Congress of the CPC,the improvement of the party's overall leadership system has become an important driving force for the modernization of state governance.The Central Committee of the Communist Party of China has always insisted on,strengthened and improved the leadership of the party,but in the face of complicated market and social environment,the reform of the leadership of the party is still difficult to fully adapt to and match.This reflects the inherent tension between community governance and Party building in urban communities.Shanghai has always been in the forefront of reform and opening up,its grass-roots social governance innovation has achieved good results,but there are still party building ideas,organization,system,system,capacity and other issues need to be further resolved.Based on the fieldwork of several communities in different streets of Shanghai,the author finds that with the development of market economy and public spirit,community governance is increasingly faced with a complex environment with multiple subjects,diverse interests,complicated public relations,intelligent lifestyle and diverse public participation.These environments make the urban grass-roots community face the governance crisis of UTILITARIANISM,hollowing out and fragmentation.As a result,community governance calls forpolitical parties to intervene,exert political leadership and resource integration,and Infuse Public Authority into community governance.In order for political parties to embed themselves in communities to achieve efficient party building and leadership,they should also follow the principle of community autonomy,and according to the needs and participation of community residents,"adapt to the situation and guide".In the actual operation of policies,it is also true that different community types of Party building lead to play different degrees of the situation.Therefore,in order to better present the main leading ways adopted by political parties in different types of communities,on the premise of literature review and field survey,firstly,the paper divides the main experiences of Shanghai Party building leading community governance into three types by constructing a two-dimensional interpretation framework based on the degree of residents' participation and the degree of political parties' involvement,in the communities with low residents' participation and high political party involvement,the political party takes the leading way,and in the communities with high residents' participation and political party involvement,the political party takes the consultative way In communities where residents' participation is high and political parties' involvement is not high,political parties take the role of "autonomous" leadership.Secondly,based on the problems found during the visit,the author analyzes the constraints and difficulties of different types of party construction leading community governance in Shanghai from four elements:Party Governance Concept,governance capability,relationship remolding and governance resources.Again,the author tries to think about the way to optimize the way for the party to lead the community governance from the angle of how to better intervene the community governance,coordinate the multi-subject and serve the people.Finally,from the practice of the Party building leading community governance,we can find that for many communities,the Party building leading community governance often takes the form of a combination of mainly one way and coexistence of multiple ways,no matter which way is chosen,the unity of the political leadership function and the social service function of the Party should be realized.Specifically speaking,the Party building and leading community governance shouldnot only highlight the political functions of grass-roots Party organizations,ensure the leadership and authority of political parties,but also give full play to the social service functions of political parties,consolidate the party's mass base,and optimize the inter-subjective relationship,building an interdependent community party building community.Only then can give full play to the party and the society two aspects independence,causes the party construction to lead the community governance to realize the high efficiency movement.
