Research On The Optimization Of Community Governance Model Leading By Party Construction

With the acceleration of the national urbanization process,new changes have taken place in the speed,scale and depth of the transformation from rural areas,agriculture and farmers to cities,non-agricultural industries and citizens,and the social change has changed from a gradual state to an abrupt state.Adapted to this situation,a large number of resettlement communities with mixed and loose villages have emerged,and occupy a considerable proportion in the composition of today’s communities.Resettlement communities are areas where various interests and conflicts are concentrated,and they are faced with the arduous task of reconstructing social organization network and social governance system.As the soul and core of the community governance system,how to take the work of party building as the starting point,give play to the leading role of party building,solve the problem of community governance service for resettlement,and consolidate the ruling foundation of the party at the grassroots level has become an important subject for further improving the grassroots governance system and enhancing the grassroots governance ability.Based on the theories of community governance and collaborative governance,this paper takes the resettlement community in Yangshe Town of Zhangjiagang City as an example to systematically study the governance of the resettlement community led by the Party construction.On the basis of systematically sorting out the concepts and theories of resettlement community and Party building guidance,this paper explains the particularity of resettlement community and the necessity and significance of constructing the leading governance model of Party building.This paper takes the concrete practice and exploration of the resettled community in Yangshe Town of Zhangjiagang City as an example,and introduces the specific measures of leading the governance of the resettled community by the party construction,as well as the preliminary results obtained in the aspects of enhancing the organizational ability of the grass-roots party organization,forming the joint force of grass-roots community governance,and enhancing the sense of gain of residents.At the same time,the paper also aims at the problems existing in the leading governance mode of the town’s party building,such as the lack of prominent core leadership of the party,unclear management responsibilities,low work efficiency and the absence of grass-roots autonomy.This paper systematically analyzes the problems such as the excessive involvement of the party organization in the affairs governance,the irrational game among the multiple governance subjects in the community,the imperfect feedback mechanism of social governance,and the imperfect system of democratic discussion and consultation.Finally,the paper draw lessons from the domestic community governance more mature areas,on the basis of successful experience,put forward the optimization of resettlement community party leads the basic idea of governance model: by making "1 +3 + N" community governance organization system,promoting community party organization work full cover,standardize the community party affairs worker team building to activate ascension "leading force" of party organizations at the grass-roots level;To absorb multiple subjects to participate in governance by cooperating with resident units,improving residents’ autonomy,and creating discussion platforms;By improving the community one-stop service,providing community project service,promoting social organization public service and other ways to give full play to the standard function of community service;To enhance the professionalism and scientificity of governance by exploring the integrated work mode of grid management under the leadership of community party organization,constructing the informationization mode of "smart community",innovating the ways of industry committee and property enterprise construction led by party building.Through the establishment of discussion and consultation system,mining community capable people,improve the supervision and feedback mechanism to enhance the level of community governance.
