| Petition work is the "safety valve" of social stability.It plays the role of people's rights relief,information communication and democratic supervision,and is an important way and channel for people to participate in and discuss politics.However,in recent years,there has been a trend of abuse of the right to petition,and abnormal petitioning events have occurred from time to time,which have seriously disturbed the normal work order,life order and social order,and affected social stability and economic development.Therefore,how to effectively prevent and reduce abnormal petition is an unavoidable problem facing party committees and governments at all levels.In this paper,the typical cases of fengzhen city are selected as the research object.Typical cases are choose from the administrative class,law-related class and “sankuasanfenli” class.This paper used the methods of literature analysis and case analysis were comprehensively used to conduct an in-depth analysis of the abnormal petition events in recent years in fengzhen city,to explore the formation mechanism and countermeasures of abnormal petitioning events,so as to provide reference and suggestions for the management of abnormal petitioning events in fengzhen city.The text consists of four parts: the first part is the definition of the concept of petition and abnormal petition and the related theories.The second part is through the in-depth analysis of four typical abnormal petitioning cases to obtain their common characteristics and the general characteristics of abnormal petitioning events.The third part analyzes the causes of abnormal petitioning events,mainly from three aspects: social factors,petition system factors,public sector and public officials factors.The fourth part puts forward countermeasures to control abnormal petitioning events,includingstrengthening the source control,strengthening the efforts to solve problems according to law and strengthening the construction of petitioning staffs. |
