Research On The Construction Management Model Of Large Sports Venues In Hunan Province Based On PPP

With the development of social economy and the improvement of people's material and mental life level,the public demand for sports products is higher and higher.As an important material carrier of sports industry in China,large sports venues have been developing rapidly.But the construction investment of large stadium is very large,and the late operation cost is high,plus the slow recovery of investment cost,which makes large-scale sports venues extremely easy to fall into the difficult situation of operation.This is also a worldwide problem faced by the management of large stadiums and Gymnasiums in various countries.Hunan province sports venues construction status and operating conditions,a considerable gap still exists between the requirements and five year plan of Hunan Province,in a fairly long period of time,the contradiction of Hunan province people's growing demand for sports in Hunan province and to provide sports venues resources are not enough,is still one of the main factors restricting the development of sports in Hunan province.However,the Hunan province stadium there is insufficient number,low operating efficiency,mode of operation and management problems such as lack of innovation,directly affects the healthy and sustainable development of large stadiums in Hunan industry,therefore,the original application in the construction of public infrastructure PPP mode quickly entered the Hunan province stadium hall industry,currently in Hunan province has enter the practice stage.It is a project financing,construction,development,operation and management inmovation mode developed in the construction of public infrastructure,which is based on the idea of win-win cooperation among all participants.But because of their own characteristics and the PPP model of large stadiums quasi public nature of the project,the lack of practical experience and the necessary large stadiums in Hunan industry,PPP model in the application process of large stadiums in Hunan in the industry,but also exposed many problems difficult to solve.This paper follows the combination of theory and practice,using literature method,expert interview method,investigation method,logical analysis and case analysis,the venue of large sports in Hunan province from the perspective of PPP based on the pattern of construction and management,in-depth research,this paper firstly analyzes the development status of large stadiums in Hunan,and then discuss the theoretical basis of PPP development and the classification of the basic concept and application mode.Next,we analyze the various modes of construction and management based on the PPP mode applied to the large stadiums and Gymnasiums in Hunan province.The analysis mainly includes the participants,operation modes and operation procedures ofHunan's large-scale stadium and gymnasium construction and management mode based on the PPP perspective.Finally,based on the perspective of PPP,the existing problems of the construction and management mode of Hunan's large stadiums and gymnasiums were analyzed,and based on that,the corresponding countermeasures were put forward.Finally,the related theories were verified by empirical analysis.The research results will provide a scientific basis for the development and reform of the construction and management mode of large sports venues in Hunan Province under the background of PPP,and promote their healthy,sustained and effective development.
