With the popularization of compulsory education in our country,the main contradiction in the compulsory education stage in our country changes from quantity type to quality type,and it changes from "study-on-study" to "favor-seek-learning".The implementation of the compulsory performance wage policy for compulsory education teachers is an important part of the reform of the distribution system of compulsory education education teachers.It aims to motivate the enthusiasm of teachers to improve teaching quality and achieve a balanced development of compulsory education.The performance-based wage policy has been implemented in China for nearly a decade.Its effectiveness,whether it motivates the enthusiasm of teaching staff,what problems exist in the implementation process,and what are the causes of these problems,these issues deserve attention and exploration.This article first uses the literature research method to summarize the previous research on the implementation of the performance-based wage policy,and then designs the questionnaire and interview syllabus on the basis of this;secondly,it uses questionnaires and interviews to conduct questionnaires for the staff of the D town compulsory education school.Surveys and interviews,access to real and reliable data and data,and the implementation status and problems of the implementation of incentive performance pay policies in D towns;again,applying Smith's policy implementation theories,analyze the impact from the four aspects of policy itself,executing agencies,target groups,and the execution environment.The reasons for implementing the implementation of the reward performance-based wage policy in the town's compulsory education schools and making specific recommendations.The survey found that the administrative staff,backbone teachers,and headteachers of the D town ' s compulsory education school have higher reward performance pay,and the distribution of incentive performance pay is performance-led,individual rewards,and “equalitarian” tendencies in distribution.Differences in results.The implementation of incentive performance-based wage policies in D towns has caused insufficient incentives for teachers and staff,and thelevel of satisfaction and fairness of teaching staff is not high enough to undermine teamwork among teachers.It is proposed that policy standards should be clarified and policy resources should be enriched.Education administration departments should strengthen guidance and supervision.Schools should enhance their ability to execute.Faculty and staff should raise the level of ideological understanding and professionalism,build an atmosphere of public participation,and coordinate the interests of different groups.The average salary of teachers is not lower than civil servants.
