| By the end of2008, the State Council issued "on the implementation of performance pay compulsory school guidance ", and decided to carry out compulsory school teacher performance pay system reform from January,2009. With the gradual implementation of performance pay policy of compulsory education, compulsory education performance pay reform has aroused widespread concern in society as a whole, but in the implementation process of teacher performance pay, education authorities gradually discovered that there are still many issues, such as the determination of performance evaluation is not perfect, performance evaluation index weights exists controversy, teacher performance pay quantitative criteria is unfair, etc. Therefore, it is extremely urgent to study compulsory education teacher performance pay reform.Aiming at the problems encountered in performance pay reform, the paper takes the method of policy, education management, education and other multidisciplinary comparative analysis method, taking multi-angle, multi-level research ideas. On the base of theory about performance pay, this paper takes the method of quantitative analysis and qualitative research and combines theory and practice to study the incentive to compulsory education school teachers in Hainan. Firstly, we study the current implementation of pay for performance, and investigate the performance analysis of compulsory wage reform in Hainan. Secondly, based on the performance evaluation method abroad, we established performance evaluation index system for Hainan based on analytic hierarchy. Finally, based on western theory of motivation, we build a scientific and reasonable performance evaluation system, and proposed some recommendations for the implementation of pay for performance in Hainan to ensure the effective implementation of pay for performance and mobilize teachers’ enthusiasm and creativity at utmost. |
