In the 80 s of last century,higher education in China began to implement the education fee system.From then on,the family had to share the cost of education,but the poor families were unable to bear high tuition.Subsequently,the national student loan policy was introduced in 1999,but due to the uncontrollable risk of the national student loan system and the complex loan procedure,our country carried out the locally-granted student loan in Chongqing,Gansu province and Jiangsu province and other provinces and cities in 2007,and then spread out in the whole country.Since then,the mode of student loan has changed from the national student loan model to the two way forward mode of student loan on campus and locally-granted student loan.As an important part of the national student loan system,the implementation of the locally-granted student loan policy ensures the smooth enrollment of the poor students and the fairness of the educational opportunities.Because of the late start of locally-granted student loan in Guangdong Province,the whole coverage of handling objects and processing areas was initially achieved in 2017.Therefore,it is an important task in the ideological and political education to promote and improve the locally-granted student loan in Guangdong Province,and how to play the main function of the parties in this process in order to ensure the education fair.On the basis of a systematic review of domestic and foreign research on locally-granted student loan,this study uses the literature,investigation and comparison methods to guide the theory of educational equity,and discusses the theory in combination with the theory.This study is divided into the following four parts:The first part: first,it starts from the research background and significance,and summarizes the research results at home and abroad.Secondly,it points out the basis of making the locally-granted student loan system based on the theory of Marx and Engels' s educational equity,the cost sharing theory and the stakeholder theory,and makes sure the research ideas and methods of the thesis.The second part introduces the basic situation of locally-granted student loan in Guangdong province.First of all,the basic concepts of student loan,national student loan and commercial student loan are expounded,and the similarities and differences between the locally-granted student loan and the campus student loan are contrasted,and the necessity of explaining the necessity of carrying out locally-granted student loan is paving.Secondly,it expounds the importance and development status of perfecting the locally-granted student loan in Guangdong.The third part: first,in order to further understand the status of the locally-granted student loan in Guangdong.On the one hand,the staff of the provincial student center were interviewed.On the other hand,the questionnaire for students who applied for the locally-granted student loan in Guangdong province was made,and the investigation was made from the application,distribution and recovery process.In the implementation of the locally-granted student loans in Guangdong Province,there are loopholes in the loan system,the management of the financing institutions is not in place,and the students' loan cognition is insufficient.Secondly,the reasons for the existing problems are analyzed,mainly the imperfect institution building,the poor honesty education in Colleges and Universities,the unsound social credit system and the students.Four aspects of the sense of responsibility are weak.The fourth part: To sum up,on the basis of the analysis of the problems and reasons for the existence of the locally-granted student loan in Guangdong Province,we can draw lessons from the national student loan system in the United States and Japan,and put forward the countermeasures and suggestions to improve the locally-granted student loan in Guangdong province from the following aspects: first,in terms of government,We should play a leading role.Second,in terms of colleges and universities,it is necessary to highlight the educational function;third,in terms of banking,it is necessary to play an intermediary role.Fourth,from the perspective of students,it is necessary to form lender consciousness.
