The Study Of Implementation Of The Compensatory Policy Of National Student Loan By Local Colleages And Universities

The Local Colleges And Universities State-subsidized Students' Loan Compensatory Policy is promulgated to help to reduce the repayment pressure of the college graduates from family in economy difficulty, and to guide them to obtain employment in western and remote grass roots regions. Tens of thousands of the college graduates are benefiting from it since this policy has been put into force, and at the same time the policy relieved the situation of lacking of talents in western and remote grass roots regions. However, it exposed many problems which need to be perfected in the implementation process of the policy. This thesis attempted to discover problems from the perspective of the process of public policy implementation model, took the Yong Guangxi University for example and based on the policy itself, the executive organ, the target groups, the policy environment and son. Hoping that this thesis could help to solve the problems.This thesis includes two parts, introduction and text.At the introduction part, it briefly discussed the source and significance of the issue,the overseas and domestic research status, and the approaches and methods.The text includes four chapters.Chapter 1 related concepts and theoretical analysis tools for the interpretation,including the national students loan policy,compensatory the yong Guangxi college and the whole article by the use of the process model theoretical analysis tools.Chapter 2 analysed the the implementation status of The Local Colleges And Universities State-subsidized Students' Loan Compensatory Policy by the theoretical analysis tools which was introduced in preceding text, mainly basing on the policy itself, the executive organ, the target groups, the policy environment. Most realistic data in this chapter come from the example of The Local Colleges And Universities State-subsidized Students' Loan Compensatory Policy in Yong Guangxi University.Chapter 3 discovered the problems which should be solved immediately of the policy, from the perspective of the process of public policy implementation model, took the Yong Guangxi University for example and based on the policy itself, the executive organ, the target groups, the policy environment and so on. Hoping that this thesis could help to solve the problems.Chapter 4 based on the above problems found,from the perfection of the national students loan policy,make clear policy executive compensation responsibility,strengthen the integrity and service awareness,improving policy implementation environment and puts forward some countermeasures and suggestions to solve the problem.
