The implementation of the policy of enrollment expansion in universities in China has led to the expansion of the higher education system,which has led to a series of problems such as the inability of education quality to be better guaranteed.The demand for high-quality education services has been used to challenge the voice of higher education consumers.More appeals.Nowadays,under the background of governing the university by law and the establishment of double-class universities,whether it is responding to the appeals of internal and external stakeholders or following the country's strategic arrangements for education,it is necessary to promote and implement accountability in higher schools.The question of motivation mechanism of higher school accountability belongs to the sub-problem in the accountability of colleges and universities.It mainly focuses on the driving force and mechanism of university accountability.It is also the question of how the university's accountability occurs,the operating conditions of development,and the issues of its integrated elements.Only by revealing the motivation mechanism of higher school accountability,can we better promote the process of accountability,promote theoretical and practical innovation of university accountability,and improve the accountability system for colleges and universities.It can be said that the study of the motivation mechanism of higher school accountability is a problem that must be answered and solved in order to achieve effective accountability in colleges and universities.In February 2017,the“Key Issues for the Ministry of Education in 2017”mentioned the deepening of institutional and institutional reforms,continued to stimulate the vitality of education development,enhance the level of education support,and maintain the harmony and stability of the education system.Regarding system and mechanism issues,in terms of system engineering theory,the composition of the system structure can not beseparated from the elements,and the elements ? structure ? function have a close internal relationship with each other.The function is derived from the structure.The mechanism is the internal reason of the structure derived function.This article follows this idea and uses the literature method to analyze and explore the motivation mechanism of the accountability of higher education institutions in our country.Specifically,the research includes the following:First,The connotation and type of the mechanism for the accountability of colleges and universities.It mainly explores the connotations of the accountability system,the accountability system for institutions of higher education,the mechanism,and the motivation mechanism,and then deduces the connotation of defining the motivation mechanism of higher education institutions.According to different criteria for classification,the mechanism of accountability for higher learning institutions was classified and its richer extension was explained.Second,the theoretical basis for the mechanism of accountability in higher learning institutions.Including entrusted agents,new public services,unified powers and responsibilities,incentive theory and its mechanisms,system dynamics,and group dynamics,colleges and universities also have a principal-agent relationship as public service providers,and the unified powers and responsibilities constitute their accountability.One of the reasons is that system dynamics regards the research object as a system,focuses on the structure,analyzes and explains its external performance and its own attributes from the non-static composition and feedback mechanism of the system itself.Colleges and universities are organized as non-profit stakeholders and exist in groups.The social field that is formed is influenced by multiple forces that are composed of internal and external factors.The theory of group dynamics can explain this.Third,the power source of accountability in higher education institutions.According to the triangle theory of accountability,it can be known that the main actors responsible for the implementation of highereducation include the government,the market,and the university itself,which constitute the external and internal accountability of the colleges.Specifically,the sources of power include the mission and responsibilities of colleges and universities,the competition and pressure among universities,the interest appeals of stakeholders,and the strategic expectations of national development education.This also reflects the various levels of accountability mechanisms of higher education institutions.Promote power.Fourth,the constituent elements of the accountability mechanism of higher learning institutions.The power mechanism for accountability in higher learning institutions is divided into two major micro and macro structures.From the perspective of the main body,the micro structure mainly includes the distribution,containment,and game of the three elements of power,responsibility,and interest among the various entities.The macro structure includes accountability orientation,incentives for concentric accountability and accountability,accountability constraints,and questions.Responsibility for supervision and other mechanisms and cultural venues for university accountability.Fifth,The operation of the accountability mechanism of higher learning institutions.The power mechanism of accountability in institutions of higher learning belongs to the linkage-type dynamic mechanism and follows the operating process of “incentive?conduction?aggregation?coordination?support ”.Sixth,the guarantee of the operation of the accountability mechanisms of higher education institutions.This study introduces the expression of moral logic,and after extracting the main factors,it believes that the operation of university accountability dynamic mechanism depends on the power of the multiple power source,supporting the related systems,creating a four-level guarantee for the supply of resources and cultural atmosphere.
