The policies of domestic visiting scholars are among the most important teacher development policies,they not only have close relationship with the standard of the teachers,but also have great influence on the quality of higher education.The policies have changed many times since China established the reform and open policy,but their intrinsic defects still restrict the improvement of the policies effect.With the implementation of the high-level innovative talents plan,the creative ability of the faculty and the issue of higher education quality become the focus of attention,also,how to reform and perfect the policies of visiting scholars turn to be a subject which needs immediate studying.This article adopted many methods,including policy text analysis method,historical method,comparative method and so on,to analyze the main characteristics of the three periods of the domestic policies——the budding period,the institutionalization and standardization period,the adjustment and reform period,finding that the policies development patterns have transferred twice,from the paradigm of regular change to the form of paradigm shifts and equilibrium mode.The article systematically researched the current developing state of the policies and the factors leading to the shortages of them.The article concluded the dimensionalities of policies evaluation——the fact and value dimensionalities,on the foundation of the domestic and overseas polices researches.According to our current concrete national conditions,the thesis came up with four relationships which need to be dealt with and some measures need to be taken to improve the policies.This thesis found that there existed many problems in the policies in terms of the fact and value.In aspect of the fact level,the problems are the deficiencies of resource investment,the defect of execution power and the low effectiveness.In aspect of the value level,the issues are the unscientific policy objective,the unfair policy results,the deletion of the developmental evaluation.All these problems result from the following factors,the inadequate objective expression,the shortage of the subjectivity,the unfairness of the policies implementation,the single source of financial support,the lack of equity security system and the insufficiency of diagnostic evaluation and formative assessment.Based on the existed problems and the ought objectives,the article expounded four relationships need to be dealt with,including the relationship between fact and value,the relationship between equity and efficiency,the relationship between the overt and the recessive benefit,the relationship between long-term and short-term benefit.Also the dissertation put forward several measures to improve the policies:Firstly,we need to strengthen the power of supplying resource by means of encouraging risk investment and venture capital investment,thus to form a supporting system consisted of the government,the colleges,the society and the individuals.Secondly,it is advisable to take the Internet plus into consideration to realize the goal of optimizing the allocation of resources and making up for a lack of information resources.Thirdly,it is necessary to increase the standardization and flexibility of the implementation.Fourthly,we need to explain the policies goal clearly and distinctly,and respond to the stakeholders' appeal rapidly.Last but not least,it is wise to implement classified assessment and attach great importance to the developmental evaluation.
