Higher graduation is a professional education based on finishing secondary education,and is also a social activity to cultivate high-level professionals.As we all know,there exist five kinds of qualification in China: general higher education,adult higher education,higher education self-study examination,RTVU open education,and long-distance network education.Among them,the national higher education self-study examination,referred to as self-taught exam,was founded in the early 1980 s.Established in 1981 with the approval of the State Council,it is a higher education national examination focusing on academic examinations.It is a form of higher education combining individual self-study,social assistance,and national examinations.The higher education self-study exam has been established for over 30 years.As a higher education degree recognized by the society and the country,it is a national academic examination system,and it is also an education system with Chinese characteristics,which is based on the examination and promotion of learning and is established and developed in a specific era.Higher education self-study exams,adult college entrance examinations,and general college education have become the options for our country's citizens to upgrade their academic qualifications.In order to make full use of the advantage effectively instead of occupying the educational resources of ordinary college education,social assistance institutions have played the dominant role in self-study exams.In the“Provisional Regulations on Higher Education Self-studyExaminations” of 1988,the Council for National Higher Self-Study Examination made explicit provisions for social assistance about self-study exams for the first time: “The state encourages enterprises,public institutions,and other social forces to promote social aid according to the professional plan for higher education self-study exam and the requirements of self-study exam syllabus.And the forms for social assistance are through various means such as television,radio,teaching by correspondence,and face-to-face teaching,etc..” Therefore,the national policy has been further liberalized,greatly broadening the main subject of school running.And social assistance organizations have also emerged like mushrooms besides the main body of the ordinary colleges as social assistance.Its role and status have been continuously consolidated and strengthened.In this paper,the author did some surveys about several social aiding institutions in Guangzhou.The results suggest that there exist many problems in the social aiding program for the Higher Education Self-study Examination in Guangzhou.It proposes solutions and suggestions for the development of social aid for higher education self-study exams in terms of improving laws and regulations,deepening curriculum reforms,developing vocational education and quality education,establishing a stable teaching team,and conducting corresponding assessments in teaching,learning,and testing.This paper includes four parts.The first part is an introduction,which mainly introduces the research background,research purpose,research methods and research significance of this paper.It also expounds the development history of higher education self-study exams and social aid at home and abroad,and the definition of related concepts.The second part is the investigation of the four self-study institutions supported by social aid in Guangzhou.The questionnaires and interviews were conducted from the four aspects of the form of social aiding education,the environment for running schools for social assistance,the quality of teaching for social assistance,and the level of management of social assistance.Excel2000 has been be used to analyze the survey results.The third part is the corresponding problems and analysis based on the actual investigation and analysis of the second part.First of all,the problems existed in Guangzhou social aiding institutions of the Higher Education Self-study Examination are presented in the following four aspects.The first is the confusion of the recruitment market,and there are more violations of student institutions;the second is the teaching of social aids.The quality is not high,and the self-test passing rate is low;the third is the bad social aiding education environment,ignoring the moral construction and ideological construction;the fourth is the lack of management ability of social assistance.Then the author analyzes the existed problems using PEST analysis method to analyze from four aspects: the enrollment market is confusing and there are many violations;the economic factor is that the department of school management focuses on economic benefits instead of social benefits;the social factors are that the exam-oriented education is emphasized instead of morality education;the technical factors are that the teaching method is not variable,and the specialties and construction of teaching materials are lagging.The fourth part is based on the previous investigation and analysis,using the Ansoff Matrix as an analysis method,from the market penetration strategy,market development strategy,product development strategy,diversification strategy,the four aspects of Guangzhou social aiding institutions of the Higher Education Self-study Examination to give more countermeasures and suggestions.
