| The competition between a country and a region is,in the final analysis,the competition for talents.Therefore,all localities introduce talents into government key point affairs.The medical and health industry are knowledge-intensive industry.The period of talent training is long and difficult.Shenzhen,as a pilot city of China’s reform and opening up,has greatly improved its comprehensive strength after years of development.However,due to various historical reasons,The development of medical and health industry in Shenzhen is relatively backward relative to other frontline cities and has even affected the overall development of Shenzhen.Therefore,it has become an important work content of Shenzhen municipal government to solve the problem of shortage of medical talents through the strategy of introducing talents.First,based on a comprehensive review of the literature on the introduction of medical and health personnel,this paper discusses in detail institutional theory,the theory of human capital,the theory of talent flow,and the theory of talent introduction,such as incentive theory,etc.This paper expounds the institutional environment of talent introduction and its influence on talents introduction,and analyzes the talent introduction system.This paper introduces the present situation of the introduction of medical talents in Shenzhen from the three aspects of advantage,disadvantage,opportunity,including the background of formation,the constitution of the system and the implementation of the policy,and expounds the policy practice of the “three project of medical and health care”.The effect of introducing medical talents in Shenzhen was summarized.Meanwhile,by using the questionnaire survey and individual interview,the paper investigates the plight of talent introduction in Shenzhen,and analyzes the problems existing in the talent introduction system from three aspects: security system,development system,and evaluation system.Finally,comprehensive theoretical research and survey data,the policy optimization strategy of introducing medical and health personnel in Shenzhen was put forward.The results show that the introduction of medical talents in Shenzhen has certain regional advantages,policy advantages and platform advantages.Under the opportunity of “Belt and Road”,the “three project of medical and health care” has been implemented and a series of measures have been formulated.To ensure that all medical talent introduction policies “fall to the ground”.However,there are certain drawbacks in the talent introduction system in Shenzhen,which will optimize the talent introduction system from three aspects: security system,development system,and evaluation system.To ensure the introduction of medical personnel policy “landing”,the admission of excellent medical personnel,to solve the problem of talent shortage. |
