| With the rapid development of the process of ageing, the development of medical technology level, the average life expectancy of the population continues to grow year by year. The large number of aging population is urging for medical and health services, the phenomenon of the shortage of long-term care and the changeable health situation of elderly are increasingly prominent. Especially a large part of geriatrics patients get many kinds of diseases at the same time, this group of people have self-care obstacles in daily life, and the function of long-term care provided by family is weakened, the situation of empty nest family is even worse.The supporting facility of various types of institutions for the aged are currently offered by government, and the nursing institution for the aged usually don’t have the ability to prviode postoperative care, medical care, disease or postoperative rehabilitation and hospice service. Therefore, the innovation of medical nursing care model and the combination of home, nursing homes, hospitals can form a diversified medical pension combined system, which is the guarantee of senior citizens who can have a dignified sunsetBased on the necessity and feasibility of combination of "medical-nursing combined " type of pension service, combined with successful operation experience of Qingdao, To establish the health and pension resources for the integration of new type " medical-nursing combined " pension service. The content of this research is the model of elderly chronic disability and medical health care.The main method of this study is questionnaires, interviews and literature research. Selected three districts of Qingdao, launched questionnaires and interviews to eight public and private health care service agents which has implemented "medical-nursing combined" pension service already. Combined with the method of iterature analysis, analyzed the medical background of health protection of pension service model, to find out the process and the development of present situation and the existing shortcomings. Based on this analysis, specific recommendations to build a suitable health service model for China are raised. Firstly, the government support should increase its efforts to establishment a fair social competition mechanism. Secondly, it is very important to lay the foundation of human resource base of professionals caring team, for China’s full implementation of the combined "medical-nursing combined". The third is the rational allocation of health care resources, encourage the people of our society participate this service of thier own accord. Fourthly, using advanced hospital nursing experience as reference to provide humane for the elderly people who got chronic diseases. The last one is to establish long-term health care insurance system, which is suitable for China’s national conditions, provides the guarantee of the implementation of the pension service model. |
