Research On The Government’s Purchase Mode Of Sports Facilities Services In United Kingdom Communities

In order to enhance the physical quality of citizens,the UK government makes proactive efforts to develop community sports which can not improved without community sports facility services.UK citizens are provided with world-class community sports facilities services purchased by their government so as to lighten its burden and boost community sports in UK.As a present national strategy in China,national fitness deeply concerns community sports.However,our community sports facility services still fail to satisfy the needs of community citizens.The dissertation aims to shed light on some valuable enlightenment from the research on the government purchase mode of community sports facility services in UK.Beginning with the current situation of the government purchase mode of community sports facility services in UK,the dissertation applies a series of research methods like literature research,logical analysis and induction to study the UK government purchase mode in terms of its purchase subject,object,contents,means and security as well as supervision and evaluation of the purchase process.Finally,some useful experiences are summarized.The research results show:(1)The purchase subject is the UK government;the purchase object is private organization and social sports organizations;the purchase is conducted by the UK government through buying community sports facility services for citizens from private organization and social sports organizations;the purchase security includes policy security,financial security and volunteer service resources;the government and community residents supervise and evaluate community sports facility services.(2)Achievements of the government purchase mode include more funding channels for community sports facility services,gradually perfect service and closer links among various sports departments.(3)Experiences drawn from the government purchase mode can be concluded in six aspects: the UK government transforms its function in terms of the purchase subject;as for the purchase contents,the UK government purchase content are abundant;UK private organization and social sports organizations come into full shape as the purchase object;the means of purchase is clear-cut and rational;in terms of the purchase security,relevant systems and resources are consummate;the supervision andevaluation systems are perfect.The enlightenment of the research to China is as follows: first,China should strive to establish a service-oriented government in the aspect of the purchase subject;second,in terms of the purchase content,the Chinese government should expand the scope of purchase;third,as the purchase object,social sports organizations are ought to improve their own ability;fourth,a rational purchase method should be formulated;fifth,the government should improve relevant security systems and resources;sixth,the supervision and evaluation systems should be perfected.
