Research On Suzhou Municipal Government’s Purchase Of After-School Sports Services In Primary Schools Under The "Double Reduction" Policy

As an important part of the "double reduction" policy,after-school physical education services in schools are an effective way to reduce students’ burden and alleviate parents’ anxiety.They are an important guarantee for the linkage between off campus governance and on campus quality improvement,and an important measure to build a healthy and good education ecosystem.With the continuous increase in the number of people participating in school after-school sports services,the supply of school after-school sports services has become an urgent social problem that needs to be solved in China.In this context,the government’s purchase of after-school sports services in schools has emerged.Government procurement is an innovative supply model for after-school sports services in schools under the background of the "double reduction" policy.From the perspective of collaborative governance theory,the governance model of entrusting social forces to participate in diversified and co governance of after-school sports services through government procurement can effectively overcome the problem of insufficient supply caused by the single governance model of after-school sports services in schools in China,fully leverage the synergistic effect,and promote the high-quality development of after-school sports services.From a development perspective,the government’s purchase of after-school sports services from schools is beneficial for transforming school functions and promoting modernization of school governance;Make up for the shortage of teachers and meet the diverse sports needs of students;Stimulate social vitality and cultivate the development of sports social forces.Under the "double reduction" policy,the Suzhou Municipal Government actively explores the supply model of government purchase of after-school sports services for schools.Firstly,through the method of literature review,this paper provides a theoretical explanation of the government’s purchase of after-school sports services from four levels:theoretical basis,conceptual definition,conceptual connotation,and analytical framework.Secondly,based on the analysis framework of "policies and regulations-purchasing subject-accepting subject-purchasing process",this paper analyzes the current situation and difficulties of the Suzhou government’s purchase of primary school after-school sports services through research methods such as questionnaire survey and expert interview.Finally,drawing on the experience of domestic and foreign governments purchasing school sports services,it proposes a perfect path for the Suzhou government to purchase primary school after-school sports services.A study found that after-school physical education services in primary schools in Suzhou have the characteristics of single curriculum content and weak teaching staff.The purchasing entities of primary school after-school sports services purchased by the Suzhou Municipal Government include education departments and schools in various districts and counties;In terms of policies,the Suzhou Municipal Government’s purchase of school after-school sports uniforms gradually reflects the standardization stage of "from school supply" to "school community cooperation" and then to "under the coordination of the education department,the government purchases school after-school sports services from sports social forces",and ultimately establishes a new mechanism of "schools purchasing according to demand,government funding and setting up platforms,and social forces participating";The main recipients of after-school sports services purchased by the Suzhou Municipal Government include sports social organizations,sports enterprises,universities,social professionals,retired athletes,and other sports social forces;The procurement process for the Suzhou Municipal Government to purchase after-school sports services from schools is"government funding,object selection,contract management,and evaluation and fulfillment".At present,there are problems with the purchase of after-school sports services by the Suzhou Municipal Government,such as inadequate national targeted regulations,insufficient initiative of the government and schools,insufficient social power and ability in sports,incomplete purchase service process,and incomplete supervision and evaluation system.Based on the reference of domestic and foreign governments purchasing school sports services,combined with the current situation of Suzhou City,this paper proposes to improve the relevant laws and regulations on government purchasing school after-school sports services;Strengthen the ability building of social forces to participate in school after-school sports services;Enhance the awareness of purchasing school after-school sports services from social forces and improve the long-term working mechanism for government procurement of school after-school sports services.It has profound theoretical value and practical significance for promoting the modernization of after-school sports service governance in schools and meeting students’ sports needs.
