The 19 th National Congress of the Communist Party pointed out that the main contradictions in our society have been transformed into contradictions between the people's growing needs for a better life and the development of unbalanced development.The transformation of major social contradictions has put forward new requirements for the development of sports in China.Government departments are required to focus on solving the problem of inadequate supply of public sports services and inflexible supply models,and to develop people-centered sports.Community sports events are an important way for the Chinese government to realize the functions of public sports services because of its strong entertainment,wide participation and good physical fitness.It also enhances the supply of community sports events that the people like to see and enjoy in quality and quantity.It is not only conducive to the implementation of the goal of building a sports power,but also an important practice to implement the mass line.It has an irreplaceable role and significance for the development of sports in China and the entertainment and cultural life of the people.This study takes the operation status of community sports events purchased by the Nanjing West Road Community Government in Jing'an District of Shanghai as the research content,and uses the methods of literature,expert interview,questionnaire survey,mathematical statistics,case study and other research methods to target the government.Relying on the development of community sports clubs to buy community sports events,the survey was conducted to understand the current situation of the operation of community sports events in Nanjing West Road,the problems and influencing factors,and trying to sort out the basic connotation of the government purchasing mass sports events under the background of governance theory.At the same time,it draws on the advanced practices and experiences of advanced regional governments in purchasing public sports services.On this basis,it proposes the basic countermeasures and paths to improve the government's effect on purchasing community sports events.The research results show that the purchase of community sports events in the Nanjing West Road community government has met the sports needs of community residents to participate in mass sports events to a certain extent.The government's practice of purchasing community sports events has begun to show results,but Nanjing West Road Community Sports There are still five problems in the club's participation in the supply of community sports events: the lack of policies for model transformation,the need to improve the supporting mechanisms;the lack of internal autonomy,the need for external supervision;the homogenization of supply content,the difficulty of class needs;Hematopoietic capacity needs to be improved,ideas and concepts are not independent;staff are scarce and talent mechanisms are missing.At the same time,the main problems faced in the operation of Nanjing West Road community sports events are as follows: the organization of the event organization is single,the overall quality level of the event is still to be considered;the level of the competition department is lacking,the source of the event funds is single;the venue and foundation of the event The facilities can not meet the needs of the community residents;the lack of professional social sports instructors,social sports instructors and professional guidance are in short supply;the information of the event information is outdated and the content is single.In view of the above problems in the purchase of community sports events service by the Nanjing West Road Community Government,the effective measures to improve the government's effect on purchasing community sports events are proposed: broadening the categories of community sports events,humanizing the community sports events;enhancing the value of the event itself,attracting More social forces to participate;fit the actual needs of community sports events,strengthen the construction of venue facilities through multiple channels;pay attention to the role of sports instructors,attract professional community sports talents;improve the information publicity methods of sports events,and enhance the enthusiasm of community residents.
