Study On The Operational Effectiveness Evaluation Of Changsha Community Sports Public Service System

With the development of market economy and people's living standards improving, the public increasingly strong demand for physical fitness. Community-sports started coming into our view, and the community has become the main place as hosing and living for daily fitness and recreation, Community-sports development is an important task for the People's Body-building. Community sports is a effective way to every citizen's health. The Construction and Operation of community sports will influence the citizen's body& mind health and the cultural environment, also the further development of spiritual and material civilization.The main line of this paper is giving questions,analyzing problems and solving the problems. The Paper includes five parts, the first chapter points out the significance and the research goal, carries on the analysis to the domestic and foreign community -sports service theory and also indications the innovation and shortages in this thesis; chapter II of this paper talked to the theory in this passage, defined the content and Characteristic of community-sports and community sports service, analyzed the localization of community sports public product, pointed out the connotation and the frame of community-sports collective services system; described the analytic hierarchy process and fuzzy judgment method; in the fourth chapter, the author took Changsha community-sports service system as a template, discussed the applicability of the methodology, evaluated the operational effectiveness of community-sports public service by organization and management of the community-sports, facilities, sports professional guidance personnel, activities and information services; in the end of the article, the author suggested the government should explicit the position in developing community-sports, enhance the work of community-sports organizations, speed up the infrastructure construction, build diverse community sports service personnel system, carry out a rich community sports activities and strengthening of community sports information service, so as to develop the community-sports effectively. In a sense, this thesis is only a theoretical framework, not a fixed standard, the purpose of study only for giving a reference when the government improving the community-Sports, the author hoped this passage can help the government enhance the community sports service levels and improve residents quality of life.
