The interaction between schools and the community has become an important trend in the development of education and has drawn the attention of education circles all over the world.Schools and communities,as two public groups, have their own advantages and disadvantages.Through the cooperation between the two sides, they can achieve mutual benefit and achieve a win-win situation. With the development of the times, the knowledge taught in the school can no longer satisfy people's demand for education, and society's desire for talents.Under this circumstance,if the school still stands still and confines itself to the wall, the result can only be gradually abandoned by the public. And if the school has to step out of the wall to keep up with the times, then it can first be integrated with the society through cooperation with the community. As a direct environment for people to contact with the society, the community environment and the good atmosphere will directly affect the quality of life of the residents in the community. The cooperation between the community and the school can make use of the advantages of the school to have a positive impact on the development of the community.China's current research on schools and communities is still relatively weak. This paper mainly analyzes the background, theoretical basis, operation mode, and its results and evaluation of this plan by selecting a plan for cooperation between schools and communities in the United States.Through the specific analysis of this project,we found the relationship between the school and the community hidden behind it,and its enlightenment to our school and community. The research methods in this paper mainly adopt literature analysis method, historical research method and factor analysis method.Literature research was conducted to collect information on the relationship between American schools and communities, and related research in the 21 st Century Community Learning Centers(21st CCLC)to find breeding grounds for research. The method of historical research was used to analyze the background of the relationship between American schools and communities at that time. The factor analysis method was used to analyze the relationship between the 21 st century community learning center plan and the political, economic and cultural factors at that time.Through the time points of the 21 st Century Community Learning Center in the United States, the practical reasons and theoretical basis of the project were studied to understand the background of the plan.It then analyzes how the program works, including the roles played by the federal government, schools, and communities in the program, the program's activity settings, the source of funding, and the conditions of theapplication. After analyzing the operation mode of the plan, further research on its results, evaluation and characteristics was carried out to discover the advantages and disadvantages of the plan.Through the previous analysis of the 21 st century community learning center plan from generation to operation to results, the interaction between the school and the community is actually a heterogeneous reciprocity. This kind of symbiotic relationship means that the two sides have a unified goal under different positions, and then they cooperate with each other under the unified goal to achieve common progress. Finally, based on the above research, combined with the actual situation in China,it is found that the establishment of the symbiotic relationship between the school and the community in China requires the cooperation of the government, the school and the community. The government needs to provide legal, financial and project support. The school and the community also need to change the original concept, open up the resources owned by the sharing and form a reasonable management and evaluation mechanism in the project cooperation.
