The 21st century community learning center(21stCCLC) program was implemented in 1987 under the appeal in all walks of life for rising the quality of education in American.This paper analyzes the foundation background,the personnel composing, the sources of funds,the specific implementation procedures and the influences of 21stCCLC,etc.finally,in view of afterschool program in china an lessons from 21stCCLC,suggestions are made about how to establish similar agency in our county.Part one analyzes the background of 21stCCLC foundation.Many researches indicated that in the united states,there are more than 1.5million children at home alone afterschool.When the school bell rings,the anxiety for parents often just begins.They worry about whether their children are safe,whether they are susceptible to drugs and crime.In response to this pressing concern,many communities have created after-school programs to keep children and youth out of trouble and engaged in activities that help them learn.Almost 100 percent of people polled in a recent survey agreed that it is important for children to have an after-school program that helps them develop academic and social skills in a safe and caring environment.Part two introduces the sources of funds of 21stCCLC and condition of service.21CCLC is an independent,nonprofit organization.The main source of foundation of 21stCCLC is federal funding dedicated to all continents in the united states to establish the 21STCCLC grant.Federal funds one billion for 21stCCLC each year.Part three introduces the implementation procedures of 21stCLC,including the personnel composing and opening hours,the content of afterschool program,Finally,the paper introduced 21stCCLC in st paul school District and Boys & Girls Club of Delaware.Part four estimates the fluences of 21stCCLC.In terms of juvenile delinguency rates,student achievement or family relationship,21stCCLC have played a significant role,on the whole,21stCCLC program is successful.Part five makes suggestions about how to improve afterschool program in our country Reform the form and content of afterschool program increased funding,broaden the financing channels and promote their development,strengthen the building of out of school teachers.
