Research On Innovation And Entrepreneurship Policy System Of College Students In Heilongjiang Province

Entrepreneurship has gradually become an important driving force of national economic development,but also the most dynamic part of national economic development.In the government's work report in 2015,Premier Li Keqiang clearly put forward "mass entrepreneurship and innovation".In order to effectively promote the development of innovation and entrepreneurship,we need the policy support of innovation and entrepreneurship.Effective innovation and entrepreneurship policy is the institutional guarantee to realize mass entrepreneurship and innovation.A large number of practices have proved that the success rate of entrepreneurship and entrepreneurship to a large extent will be affected by policy factors.Good innovation and entrepreneurship policy can significantly improve the initiative of entrepreneurship,but also can effectively ensure the success rate of entrepreneurship.As a typical old industrial base,Heilongjiang Province is currently in a period of transition and strategic opportunities,and encounters various difficulties.Encouraging college students to carry out innovative and entrepreneurial activities is an effective way to solve the problem of economic development.In order to effectively encourage the innovation and Entrepreneurship of college students in Heilongjiang Province,the government departments actively promulgated various preferential support policies,which greatly improved the innovation and entrepreneurship environment and effectively promoted and guided the innovation and Entrepreneurship of College students.Under the effective encouragement of innovation and entrepreneurship policy,the innovative and entrepreneurship activities of college students are increasing day by day,and the number of College Students'entrepreneurship is also growing continuously,which has made outstanding contributions to the economic growth of the whole province.Starting from the basic theory,taking the gradual decision-making theory,resource dependence theory and decision-making process theory as the theoretical basis,this paper makes an analysis and Discussion on the innovation and entrepreneurship policy system of college students in Heilongjiang Province by using comparative analysis method,literature research method and other scientific research and analysis methods.This paper systematically analyses the policy content,implementation process and supervision of innovation and Entrepreneurship Policy for college students in Heilongjiang Province.In the study,we found that the innovative entrepreneurship financing policy needs to be improved,the policy lacks systematicness and standardization,the policy has little impact,and the lack of supervision and feedback mechanism.The reasons for the problems in Heilongjiang University Students'innovation and entrepreneurship policy system are explained from four aspects:imperfect financial services,unobstructed policy propaganda,emergency of innovation and entrepreneurship policy and inadequate policy implementation.On this basis,by consulting a large number of documents and materials,through the analysis of the advanced experience of the United States,Britain,Japan and other parts of the country,combined with the actual situation of Heilongjiang Province,this paper attempts to put forward and improve the financial service policy of innovation and entrepreneurship for college students in Heilongjiang Province,increase policy publicity from various angles,and formulate a systematic and sound policy of innovation and entrepreneurship for college students and a feedback mechanism for supervision.The corresponding countermeasures and suggestions are expected to play a reference role in the effective implementation of the innovation and Entrepreneurship Policy for college students in Heilongjiang Province.
